Description
1. Description and Required Regulatory Statements (FAR 12.202(b)(1)(i)) This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Products and Commercial Services), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers/quotes are being requested and a separate written solicitation will not be issued. Solicitation number 70LGLY26QGLB00056 is issued as a Request for Quotation (RFQ) for the procurement and delivery of six hundred and forty-nine (649) portable, water-filled, cable-reinforced longitudinal safety barriers and six (6) compatible, anchorless, water-filled crash attenuator end treatments to support emergency driver training operations on Emergency Response Ranges #7 and #8 at FLETC Glynco, GA. This acquisition is 100% set-aside for Small Business concerns. This solicitation incorporates provisions and clauses by reference with the same force and effect as if they were given in full text. The full text of FAR and Homeland Security Acquisition Regulation (HSAR) provisions and clauses may be accessed electronically at https://www.acquisition.gov. The Defense Priorities and Allocations System (DPAS) assigned rating is Not Applicable. 2. Schedule of Supplies / Services & Quoted Line Items (FAR 12.202(b)(1)(ii)) CLIN 0001 - Water-Filled, Cable-Reinforced Safety Barriers, QTY 649, EA CLIN 0002- Compatible Crash Attenuator End Treatments, Qty 6, EA CLIN 0003-FOB Destination Shipping & Freight, Qty 1, LOT 3. Description of Requirement & Salient Characteristics (FAR 12.202(b)(1)(iii)) A. Background & Operational Scope The Federal Law Enforcement Training Centers (FLETC) requires the direct supply and delivery of high-performance water-filled safety barriers and impact crash cushions to contain, redirect, and safely decelerate errant training vehicles during high-speed emergency response maneuvers on Ranges #7 and #8. This contract is strictly for manufacture, assembly hardware, and delivery; on-site filling, ballasting, and deployment will be accomplished by Government personnel. B. Salient Characteristics for CLIN 0001 (Water-Cable Barriers - Qty: 649) Dimensions: Length: 75" to 76" per section; Height: 43" to 46"; Width: 18" to 22.5". Weights: Empty weight: 160 lbs. to 215 lbs. to allow manual movement prior to filling; Filled ballasted weight: 2,000 lbs. to 2,150 lbs. when ballasted with municipal tap water. Material: Durable, high-density, UV-stabilized polyethylene plastic with molded forklift pass-through pockets and stacking lugs. Internal Cable Reinforcement: Minimum of four (4) integrated, corrosion-resistant internal steel cables running longitudinally through the barrier body, interconnecting section-to-section to establish a continuous high-strength tension line. Connection System: Interlocking multi-knuckle hinge design secured with galvanized steel T-pins and keeper pins, allowing up to 15 degrees of articulation per joint to accommodate track curves. Crash-Test Certification: Independently certified under NCHRP Report 350 and/or AASHTO MASH criteria for Test Level 3 (TL-3) longitudinal barriers at 62.1 mph (100 km/h). Color: High-visibility Orange. C. Salient Characteristics for CLIN 0002 (Crash Attenuators - Qty: 6) Functionality: Gating, non-redirective, water-filled longitudinal impact attenuator (crash cushion) designed to deform, rupture, and absorb impact energy upon frontal collision. Compatibility: Native, manufacturer-approved transition connection hardware that links directly and seamlessly to the CLIN 0001 barrier profile. Dimensions: Overall array length of approximately 25 feet (pin-to-pin) to satisfy TL-3 criteria; system width under 2.3 feet to preserve range shoulder clearance. Anchoring: 100% anchorless system requiring no foundation anchor bolts, concrete anchoring, or drilling into asphalt. Crash-Test Certification: Independently certified under NCHRP Report 350 and/or AASHTO MASH criteria for Test Level 3 (TL-3) crash cushions. Color: High-visibility Yellow. D. Quality & Warranty Standards New Equipment Only: All units, pins, and hardware must be newly manufactured and pristine. Reconditioned, remanufactured, or surplus goods are strictly unacceptable. Commercial Warranty: Minimum one (1) year standard commercial manufacturer warranty covering structural integrity, leakage, UV degradation, and mechanical hardware. Hardware Completeness: All connecting pins, keeper pins, T-pins, and transition hardware necessary for full deployment must be provided in full. 4. Delivery, Acceptance, and FOB Point (FAR 12.202(b)(1)(iv)) FOB Point: Strict FOB Destination (FAR 52.247-34). The contractor retains risk of loss or damage and pays all transportation, fuel surcharges, and transit insurance. Delivery Destination: Federal Law Enforcement Training Centers (FLETC) 1131 Chapel Crossing Road, Building 261 Receiving Glynco, GA 31524 Attn: Emergency Response Ranges #7 and #8 Project Delivery Timeline: Complete delivery within sixty (60) calendar days After Receipt of Order (ARO). Receiving / Offloading: The contractor shall coordinate freight scheduling with advance shipping notices (ASNs). FLETC Glynco will furnish the forklift equipment and operators to unload the flatbed trailers upon arrival. Inspection & Acceptance: Final inspection for physical condition, quantities, and salient compliance will be conducted at destination by the Contracting Officer’s Representative (COR). 5. Evaluation & Basis for Award (Summary of FAR 52.212-2 Addendum) Award will be made on a Best Value Trade-Off basis in accordance with FAR 12.203 and Section M of the solicitation: Evaluation Factors: Factor 1: Technical Capability & Product Quality (Acceptable / Unacceptable based on cut sheets, TL-3 crash test certifications, and salient characteristic compliance). Factor 2: Delivery Schedule & Freight Logistics (Acceptable / Unacceptable based on binding 60-day ARO commitment, ~11 flatbed staging plan, and FOB Destination terms). Factor 3: Price (Evaluated for price completeness, calculation of Total Evaluated Price, and price reasonableness in accordance with FAR 12.209 and FAR 15.404-1). Factor Relative Importance: Non-price factors (Factors 1 and 2), when combined, are significantly more important than Price. Factor 1 is more important than Factor 2. The Government reserves the right to award to a higher-priced offeror if superior technical headroom, enhanced durability, or accelerated delivery warrants paying a price premium. 6.
