Description

This is a combined synopsis and solicitation for commercial service prepared in accordance with (IAW) the format in Revolutionary FAR Overhaul (RFO) part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued. All Offerors must be registered on the System for Award Management (SAM.gov) database to be eligible for a Department of Defense contract award. All responsible sources that submit a timely quotation shall be considered by the agency. Registration requires applicants to have a Unique Entity ID (UEI) from SAM.gov. Registration may take up to several weeks to process. Recommend registering immediately to be eligible for timely award. All prospective Offerors must go to http://www.sam.gov/ to add or update their Representations and Certifications record. This acquisition is for a competitive set aside 100% for Small Business concerns. All quotations will be evaluated according to the evaluation criteria stated in the solicitation and award will be made to the lowest priced technically acceptable (LPTA) offeror. Evaluation factors are price, technical acceptability, and past performance. The Government intends to evaluate quotes and award a contract without negotiations with Offerors. Therefore, the Offeror’s initial quote should contain the Offeror’s best terms. However, the Government reserves the right to conduct negotiations, if necessary. All References to "offer" or "offeror" in the clauses and provisions incorporated below are deemed to have the meaning of "quotation" and "quoter" respectively. Any quotation received in response to this RFQ is not binding until the contractor either signs the purchase order issued at the time of award or starts performance. This solicitation document and incorporated provisions and clauses are those in effect through: Federal Acquisition Circular Effective 2025-06 Defense Federal Acquisition Regulation Public Notice Effective 11/10/2025 Department of the Air Force Federal Acquisition Circular Effective 10/16/2024 IAW RFO 52.219-1, the North American Industry Classification System Code (NAICS) and the small business size standard for this procurement is 336411 with a small business size standard of 1,500 employees. The Federal Supply Classification code for this requirement is 1550. Description of the product and delivery schedule: The requirement is for the procurement of commercial off-the-shelf (COTS), NDAA-compliant 7-inch or 8-inch Assembled First Person View (FPV) quadcopter drones, unassembled quadcopter drone kits, FPV pilot kits (including goggles and controllers), and In-person user training. **All assemblies and components must be NDAA Section 848/889 compliant** Please refer to Purchase Description document for more exact details of the requirement (Attachment 1). List of items to meet the mission: 100 EA - 7-inch or 8-inch First Person View (FPV) Quadcopters Drones 16 EA - 7-inch or 8-inch FPV Quadcopter Unassembled Drone Kits 17 EA - FPV Pilot Kits 1 EA - 3-10 Day User Training - Min weight 1lb - Max weight 2lb - Min size 7-inches, Max size 8-inches - Solder Free Components - Payload Capacity: Min - 3lb | Max 6lb - FY24 NDAA Compliance on all active components - Speed: Min 100mph | Max 120mph - No proprietary quick-swap modular frames, only standard plug & play connectors. 7-inch or 8-inch Assembled FPV Quadcopters - Carbon fiber frame, 7-inch or 8-inch quadcopter configuration - Brushless motor paired with an appropriate Electronic Speed Controller (ESC) stack. Solder Free 2807 1300KV Motors. Solder Free ESC input voltage 10-35V (3-8s). Must weigh no more than 20g. Payload 900g – 2,721g. - One (1) battery plus a multi-channel smart charger capable of charging two batteries at once. Battery must be LiPo with capacity up to 3500mAh - One (1) flight controller 37mm x 37mm with integrated On Screen Display, STMF722RET6 processor. UARTS 4-6, compatible with Betaflight - Video Transmitter (VTX) with adjustable power output, paired with a low-latency FPV camera: must include 1x analog FPV camera, 1x OSD Menu Board, 1x 2 pin cable – 120mm, 1x 3 pin cable – 160mm - Control Receiver, high performance receiver with dual antenna diversity. NDAA compliant long range control link is (e.g. BlueLRS RX/TX) required - Visual Sensor – must be equipped with integrated FPV camera compatible with the NDAA compliant VTX 7-inch or 8-inch Unassembled FPV Quadcopter Kits - Kit must contain 100% of the mechanical and electronic parts to build a fully functional quadcopter - Flight controller - Electronic Speed Controller - Carbon fiber frame - Long Range System (LRS) Module - Video transmitter - Analog camera - RHCP Long Antenna with SMA Connector - 4x solder free 2807 1300KV Motors - 1x 6S 3500 mAh 110C LiPo Battery with XT60 connector - 4x Triblade propellers - Payload 900g – 2,721g - Must be 100% solder free quick connect - Must include Must include comprehensive schematic diagrams, wiring layouts, and assembly instructions suitable for educational instruction available in digital and print FPV Pilot Kits - Radio transmitter - handheld controller utilizing precision gimbals and compatible operating systems, with NDAA compliant long-range control link (e.g. BlueLRS RX/TX). USB chargeable 18650 Li-ion battery. OLED telemetry screen. - Goggles - Head-Mounted Display (HMD) with adjustable optics, receiver module, and DVR. - Video Transmission / Radio Control Link Protocols - The ENTIRE system must be strictly compliant with NDAA Section 848/889. In addition to the covered system components must be in full compliance with FY24 NDAA Subtitle B - Drone Security restrictions. The purchase of VTX must include: 1x MMCX to SMA Pigtail - 100mm 1x VTX to Brave FC Cable - 100mm 1x VTX to Unpinned Cable - 100mm 1x VTX to Camera Cable - 130mm - Batteries & Charging - Must include batteries matching the power requirements, plus a multi-channel smart charger. 1 battery for each kit and unassembled). Must be LiPo. Capacity up to 3500mAh. Chargers must be able to charge 2 batteries at once. Chargers- Min: 4 | Max 8 In-Person Training Requirement - Build, Fly, Repair. Basic and Advanced Flight - Build drones unassembled drones to completion, walk through common troubleshooting, identify and describe how to conduct field repairs for frequently broken parts (e.g., propellers). Basic flight will familiarize operators with flying and how to orient. Advanced flight will teach operators skills on flying around obstacles both natural and man-made. Vendor will provide training plan & point of contact for unit review/approval. - Duration of training will be 3 – 10 days. Each day will be 8 hours - Replacement parts are responsibility of vendor - No simulator requirements, government will provide - Class size will be minimum 3 students, max 8 students Delivery Strategy: Delivery as soon as possible. Maximum within 6 months RESPONSES MUST ADDRESS AND REPLY WITH THE FOLLOWING: Name, address, CAGE Code, SAM UEI, and main point of contact of your company. Provide a capability statement to show the ability to meet the requirement. Specify any and all socio-economic to which your business belongs (large business, small business, Small Disadvantaged Business, Section 8(a) etc.). Provide a quote on company letterhead that shows four (4) line items (CLIN 0001, 0002, 0003, 0004) with pricing. Provide proof of insurance via Proof of Insurance Document (Attachment 3) Provide Questions and Answers Document, with any questions (Attachment 4) Provide Price Schedule document completed (Attachment 5) Provide a Component-level Bill of Materials (BOM) Provide a Written NDAA (S)848 Compliance Certification signed by a company representative - confirming no covered entity components are used in any part of the UAS and kits. EXAMPLE VERBIAGE: “This certification affirms that the UAS platform described in the attached Bill of Materials contains no components manufactured by any covered entity under NDAA §848. All components are sourced from non-covered entities, and the domestic supply chain is fully traceable at the component level. This statement is true and correct to the best of our knowledge as of the date of this certification.” Provide any Supply Chain Traceability records showing that the domestic supply chain can be traced at the component level.
