Description

Augusta, Georgia intends to award a contract for the Provision of an Operational Efficiency Assessment. Augusta is submitting this Request for Proposal (RFP) to request proposals for qualified firms to provide a review of the operations, management systems and organizational review of various departments for Augusta, Georgia. Augusta¿s intention is to award a contract to this proposal to one (1) firm in its entirety; however, Augusta reserves the right to award more than one firm per service as defined, as deemed in Augusta¿s best interest. There are no expressed or implied obligations for Augusta to reimburse responding firms for any expenses incurred in preparing proposals in response to this RFP. The full cost of proposal preparation and interview presentation (if required) is to be borne by the bidding posing firm. A copy of the draft contract is attached as Exhibit E ¿ Sample Contract. The purpose of this study is to identify opportunities to: ¿ Improve operational efficiency and service delivery ¿ Reduce or avoid costs while maintaining or enhancing service levels ¿ Strengthening internal controls, accountability, and performance management ¿ Align staffing, processes, and technology with best practices ¿ Provide actionable, data-driven recommendations that can be implemented in support of future budget development and long-term financial sustainability The selected consultant shall deliver practical, measurable, and implementable recommendations, not solely diagnostic findings. The selected consultant shall conduct a comprehensive, independent review of Augusta operations using best-practice methodologies, benchmarking, and quantitative analysis. The study shall include both citywide cross-cutting functions and selected operational departments as directed by Augusta. The consultant shall work collaboratively with Augusta leadership and staff while maintaining independence and objectivity.
