Description

The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, Florida, intends to award a sole-source contract to General Dynamics Mission Systems (GDMS), CAGE Code 3CX85, Pittsfield, Massachusetts, for the Bridge Part Task Trainer (BPTT) Port Databases. The intended award is authorized under 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. GDMS is the Original Equipment Manufacturer (OEM) of the BPTT Port Databases installed within the Virtual Ship (VShip) system supporting the Royal Saudi Naval Forces (RSNF) Multi-Mission Surface Combatant (MMSC) training system located in Jacksonville, Florida. GDMS is also the sole provider of the VShip licenses used across all BPTTs and possesses the specialized technical expertise required to integrate VShip with the updated operating systems and tactical-system equipment. The requirement includes procuring, delivering, testing, and correcting identified deficiencies associated with export-control-compliant VShip harbor databases and their corresponding electronic charts. These databases will support the RSNF MMSC training system located in Jacksonville, Florida. To comply with Class Determination 2026-O0017, Revision 2, pursuant to RFO Part 6 and DFARS PGI 206.103-170, the Government is seeking information regarding the availability of potential sources capable of providing comparable BPTT Port Databases and associated services. Responses to this Sources Sought notice will be used to determine whether a comparable source is available that could satisfy the Government’s requirements and provide a more advantageous solution. PROGRAM BACKGROUND: The Virtual Ship (VShip) software provides the simulation environment for the BPTT, which includes the U.S. Navy VShip harbor and entity baseline. This software is used to simulate various ship bridge components and scenarios, providing a comprehensive training tool for ship handling, navigation, and overall bridge operations. REQUIRED CAPABILITIES: Procure, deliver, test, and correct any identified deficiencies associated with the following export-control-compliant Virtual Ship (VShip) harbors and corresponding electronic charts, ensuring they meet the performance requirements for the current MMSC BPTT Port Databases: Jubayl [ID4.1][QN4.2](Customer's homeport. Including expanded visuals to King Abdulaziz Naval Base) Gibraltar Gulf of Aden Rota Souda Bay Naples Jizan Dammam Jebal Ali Abu Dhabi Bahrain Djibouti Doha Muscat Port Everglades Port Canaveral Key West Salalah Fujairah Yokosuka IVO Oshima Strait (Includes a visual recreation of the USS Fitzgerald collision case study) DELIVERY LOCATIONS: Multi-Mission Surface Combatant (MMSC) 11660 Central Parkway Jacksonville, FL 32228 ELIGIBILITY: North American Industry Classification System - The applicable North American Industry Classification System (NAICS) code for this requirement is 541512 (Computer Systems Design Services), with an associated small business size standard of 1,250 employees. The Product Service Code (PSC) is 6910 (Training Aids). SUBMISSION DETAILS: This sources sought notice is not a request for competitive proposals. It is a notice to determine if a comparable source exists and outlines the Government’s intent to contract on a sole source basis with GDMS. Interested sources shall submit their written technical capabilities to provide the supplies described above. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses shall include Company Name, Company Address, and Company Business Size, and Points of Contact including name, phone number, fax number, and e-mail address.
