Justification: TORSH Talent is the existing proprietary platform used by NEFEC for the Florida Department of Education's Florida Teachers Lead initiative and High Impact Teacher Corps. Since this procurement is for continued licensing and use of the existing platform, other vendors cannot provide the same licenses, access, integration, or continuity of services. Therefore, obtaining competitive quotes for this platform is not practicable.
