Non-Ad Valorem Assessment Fee for Fire Rescue Consultant

The County of Volusia is seeking a qualified consulting firm to design, develop, and assist in implementing a Non-Ad Valorem Assessment Fee Program. The program will fund all or a designated portion of fire protection and rescue services within the Volusia County Fire Rescue (VCFR) service area. This specific service area comprises unincorporated Volusia County as well as the city of Oak Hill and and town of Pierson. The chosen vendor must establish a fair, equitable, and proportional rate structure that satisfies all requirements of Florida case law and statutory guidelines, specifically Florida Statute § 197.3632 and Florida Statute § 125.01.
