Description
The purpose of this Invitation to Quote (ITQ) is to obtain a qualified, experienced and licensed State of Florida contractor to Replace Exterior Doors at Wittkop Park and James Archer Smith Park at the City of Homestead. Contractor shall furnish, including, but not limited to, all labor, materials, equipment, skills, tools, permits, supervision, services and traffic control as necessary for proper completion of the work and to carry out this agreement in compliance with the requirements stated or implied by these specifications. This project will be federally assisted through the Department of Housing and Urban Development (HUD) with Community Development Block Grant CARES Act (CDBG-CV) funds and as such Contractor must comply with Presidential Executive Order 11246, as amended; by Executive Order 11375; Title VII of the Civil Rights Act of 1964 as amended; the Davis-Bacon Act of 1968, as amended; the Copeland Anti-Kickback Act; the Contract Work Hours and Safety Standards Act and all other applicable federal, state and local ordinance. Note that Contractor is required to pay workers on this project the minimum wages as determined in the Wage Determination Decision attached herein; and that the Contractor must ensure that employees are not discriminated because of race, color, religion, sex or national origin. The guidelines under 2 CFR 200, Title 23, and 23 CFR shall apply to this contract in order to be eligible for reimbursement under the Public Assistance Program. In compliance with 2 C.F.R. § 200.321 the City shall take all necessary affirmative steps to assure that small and minority businesses, women’s business enterprise and labor surplus area firms are used when possible. The City of Homestead is an Equal Opportunity Employer. MBE/WBE/DBE businesses are encouraged to participate. NOTE: Award may not be based solely on price. Award may be made to the responsive and responsible vendor whose quote is determined to be most advantageous to the City, considering price and other factors. Evaluation factors may include price, vendor qualifications and licensing, experience with similar work, ability to meet the required project schedule, mobilization time from notice to proceed, and demonstrated ability to complete construction by time provided by the department.
