Description
In support of the City's goal of increasing transportation options and multimodal connectivity within Downtown Clermont, the City of Clermont is seeking proposals from qualified respondents interested in leasing and operating the designated office space at Victory Pointe for a recreational vehicle rental business primarily focused on street-legal golf carts. The successful respondent will operate a self-contained rental business from the designated premises at Victory Pointe. The primary business activity must be the rental of street-legal golf carts. Other electric mobility options, such as electric bicycles and electric scooters, may be offered as ancillary services, subject to City approval and compliance with all applicable laws, ordinances, and regulations. At a minimum, eighty percent (80%) of the respondent's rental operation shall consist of golf carts. Ancillary rental products and services shall not exceed twenty percent (20%) of the overall rental operation unless otherwise approved in writing by the City. The City intends for the operation to complement Downtown Clermont businesses, recreational amenities, public parking, and other transportation options while providing residents and visitors with an additional means of traveling to destinations where such vehicles are legally permitted. Motorized vehicles, including golf carts, electric bicycles, and electric scooters, must not be operated on the South Lake Trail or other locations where such vehicles are prohibited. The successful respondent will be responsible for informing customers of all applicable operating restrictions and for maintaining its business in compliance with City ordinances and all applicable Federal, State, and local laws. The successful respondent will be responsible for maintaining the leased premises and the area associated with its operations in a clean, safe, attractive, and orderly condition. As consideration for the use of the premises, the successful respondent will remit to the City an amount equal to ten percent (10%) of Gross Sales generated by the Victory Pointe operation, as further described herein and in the resulting agreement. The City reserves the right to: Block out specific operational dates; Limit or modify hours of operation; Restrict operations when necessary for City activities, construction, maintenance, public safety, or special events; Permit other vendors or operators at Victory Pointe during City-approved special events; and Establish reasonable operational requirements necessary to protect the public and City property. Submission of a proposal constitutes the respondent's acknowledgement and acceptance of these conditions.
