Flagler County Land Development Code

Flagler County is seeking proposals from qualified professional planning, zoning, land use, urban design, engineering, and/or legal consulting firms to conduct a comprehensive review and rewrite of the Flagler County Land Development Code (LDC). The purpose of the project is to modernize the County’s land development regulations; implement the County’s adopted Comprehensive Plan; improve the clarity, usability, organization, and predictability of the development review process; eliminate obsolete, conflicting, and redundant provisions; incorporate contemporary planning and development practices; and establish regulations that support the County’s long-term vision for growth, conservation, infrastructure, housing, economic development, community character, and quality of life. The updated LDC shall be legally defensible, internally consistent, user-friendly, and tailored to the unique development patterns and character of unincorporated Flagler County, including its urbanizing areas, established communities, rural areas, agricultural lands, environmentally sensitive areas, and coastal resources. The Consultant shall work collaboratively with County staff, the Planning and Development Board, Board of County Commissioners, development community, property owners, residents, and other stakeholders throughout the project.
