Description
The objective of this Invitation to Negotiate (ITN) is to enable the University of Central Florida Center for Community Schools (UCF CCS) on behalf of the University of Central Florida (UCF) to enter into an agreement with a Supplier to design and implement a comprehensive, multi-year study to assess, evaluate, and strengthen the implementation and effectiveness of the Community Partnership Schools (CPS) strategy across Florida. Over a five-year period, the selected supplier will partner with UCF CCS and its nonprofit, school district, and community stakeholders to evaluate the effectiveness of the Community Partnership Schools (CPS) model as it is implemented and sustained across a growing statewide network. CPS schools currently consist of 50 sites, with the potential to increase in total number of sites during the evaluation time period (if an increase occurs, it is anticipated to be no more than 10 sites per year). This work will be grounded in continuous improvement, capacity-building, and the generation of actionable insights to inform policy, practice, and decision-making at the site, district, and state levels, while also evaluating the contribution of the UCF Center for Community Schools in elevating the field, supporting implementation, and certifying partner sites. The selected supplier will propose and execute a rigorous, adaptable evaluation approach that incorporates mixed methods (qualitative and quantitative), iterative data collection, and alignment with federal and state performance monitoring and continuous improvement requirements. The approach must balance methodological rigor with practical application, ensuring findings are timely, relevant, and directly inform ongoing implementation. Through this partnership, UCF CCS seeks to strengthen the quality, consistency, and impact of the CPS model of community schooling across Florida, while building a robust evidence base to demonstrate effectiveness, inform scale, and support long-term sustainability.
