Description
The City of Cooper City ("City"), a municipal corporation organized under the laws of the State of Florida, is soliciting proposals from qualified and experienced consulting firms to conduct a comprehensive, multi-department fee and rate study. The purpose of this study is to evaluate the City's existing fees, rates, and cost recovery methodologies and to develop transparent, equitable, and defensible recommendations that align with the City's financial objectives, cost-of-service principles, and industry best practices. The City is seeking proposals for the following service areas: Water Utility Rate Study Wastewater Utility Rate Study Community Development Fee Study, including Building Permit and Inspection Fees and other applicable development-related fees Parks and Recreation Fee Study Finance Department – Fire Rescue Fee and Cost Allocation Study Proposers may submit a proposal for one, multiple, or all of the identified service areas. The City reserves the right to award one or more contracts, in whole or in part, to the firm(s) determined to be most qualified and whose proposal(s) are determined to be in the best interest of the City. For each service area proposed, the Consultant shall provide all labor, personnel, supervision, professional services, materials, equipment, software, travel, and other resources necessary to successfully complete the Scope of Services. Any goods or services not specifically identified but reasonably required to perform the work described herein shall be included in the Consultant's proposal and shall be provided in accordance with recognized professional standards and industry best practices.
