Individual sealed bids for the Town of Orange Park, Florida (hereinafter “Owner”) Blake Avenue Water Main Improvements – Phase 1 (hereinafter "Project”) will be received by the Town Clerk, 2042 Park Avenue, Orange Park, Florida 32073 until 10:00 a.m., local time, Thursday, September 24, 2026, at which time bids will be publicly opened and read aloud. Envelopes must be clearly marked with the bidder’s name, bidder’s address, project title, time, and date of bid opening. If mailed, bids must be addressed to the Town Clerk at the above address. Bids must be submitted in the format as outlined in the specifications. Blake Avenue Water Main Improvements – Phase 1: The Project is located within the Town of Orange Park and is located within existing street rights-of-way. The project limits run from Plainfield Avenue to the west right-of-way of US-17/ Park Avenue. The Scope of Work includes, but is not limited to, the following: water main replacement, asphalt pavement replacement, curb replacement, ADA sidewalk replacement, pavement marking, traffic control, erosion control ,and other incidental items and work described in the Project Manual, or reasonably inferable therefrom. The Town of Orange Park anticipates issuing notice to proceed in October 2026. Bid documents will be made available at 11:00 a.m., Thursday, August 20, 2026. The project bid documents will be available directly from the Town of Orange Park’s website or Demand Star site for digital download. Bidders may make printed copies of the bid documents at their own expense. Hard copies will not be made available. Bidder’s must register as a Planholder on the Demand Star site for this project to receive official bidding communications and addenda (if applicable). Any questions regarding the bid documents shall be in writing and directed to the Engineer of Record, Donald J. Sheldon, Jr. via email ssheldon@cmtengr.com, by 4:00 p.m., on Monday, September 14, 2026. No written questions after this date or any verbal questions will be recognized. For a contractor to be awarded this project the bidders must submit with the Bid documentation that they have constructed similar type work completed during the past five years with references. Each bidder must include a resume and qualifications for their proposed on-site supervision superintendent. Said Superintendent shall have maintained continuous employment with bidder for a minimum of three years. The bidders will be required to submit a Bid Bond equal to 5% of the bid with their Proposal. Each bid proposal shall remain binding for at least 90 days after the scheduled bid date. Once awarded, the bidder will be required to furnish Performance and Payment Bonds covering the total cost of the project including a Surety accepted by the Owner. The Owner shall reserve the right to accept or reject any or all bids/proposals, waive minor formalities, and any that are in any way incomplete or irregular. The Owner further reserves the right to reject all bids/proposals and re-advertise, or to reject all bids/proposals without further action and award the bid/proposal that serves the Owner's best interest, not necessarily the lowest bid.
