Description

The St. Johns River Water Management District (the “District”) is seeking submittals from qualified contractors to provide aerial herbicide application services using helicopters for invasive vegetation management on District-managed lands and waters throughout its 18-county service area. Services will support the District’s core missions of water quality protection, water resource conservation, flood protection, and stewardship of natural systems by controlling nuisance aquatic, emergent, and upland vegetation. The contractor must provide all required helicopters, pilots, equipment, labor, and operational support necessary to perform aerial herbicide applications for aquatic and terrestrial sites, as well as surveillance and inspection flights when needed. Work will be performed on an as-needed basis at locations identified by the District’s Project Manager and must comply with all applicable federal, state, and local laws, permit conditions, herbicide label requirements, and environmental regulations, including NPDES and FDACS requirements. The contractor must demonstrate the ability to commence the authorized work identified in each Notice to Proceed within 14 calendar days after issuance of the Notice to Proceed unless otherwise approved in writing by the District Project Manager, maintain qualified and properly licensed personnel, furnish required aircraft and ground support equipment, operate in a safe manner, and provide accurate treatment documentation and reporting. The resulting contract term will be from October 1, 2026, through September 30, 2029 with an opportunity for two optional annual renewals.
