October 7, 2026 NOTICE TO APPLICANTS ADDENDUM NO. THREE (3) Blue Spring State Park - Restroom Replacement DEP BID NO. BDC02-26/27 TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION. NOTICE It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Logan Lee-Marple, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the Bid. _______________________________________ Signature of Contractor and Date The following statements supersede & supplement the corresponding items in the specifications & drawings: 1. The plans call for a clear anodic finish, but the specified tubing sizes do not come in an anodized finish. Would we be able to provide them powder coated in an anodized silver color, using woven mesh material from EMS Supply instead? Response: Contractor may use other aluminum option do not use powder coated steel. 2. What material are the benches in the changing rooms to be constructed of? The benches are identified as Fixture #19 on the fixture pages, which reference Sheet A-401; however, a material or description does not appear to be provided. Please clarify the required bench material and specifications. Response: The bench is CMU block with concrete top. 3. The door schedule lists fiberglass doors in 16 gauge 'stained steel' frames while the details and specification call for hollow metal at 14 gauge. Please confirm the door and frame material, the frame gauge, and what is meant by 'stained steel' Response: The doors are fiberglass-reinforced polymer doors installed in minimum 16-gauge Type 304 stainless-steel frames with a No. 4 satin finish. “Stained steel” was a typographical error and has been corrected to “stainless steel.” The previous 14-gauge hollow-metal frame reference does not apply and has been removed. Revised Sheets: A-302: Door and Frame Schedule and door/frame details revised to identify FRP doors and 16- gauge stainless-steel frames. A-501: Doors and Windows specification revised to identify FRP doors and minimum 16-gauge Type 304 stainless-steel frames. 4. PPG Aquapon is called out for interior floors on plans/finish schedule; however there is no information in the Architectural specifications (A-501) for fluid applied flooring, there is only a spec for Ceramic Tile – please clarify Response: Epoxy flooring is required at the interior concrete floors. The drawings and specifications have been revised to provide a complete, seamless, slip-resistant, fluid-applied epoxy flooring system with an integral 6-inch-high cove base. PPG Aquapon WB is identified as the Basis of Design, subject to the manufacturer’s written confirmation that the selected system is suitable for horizontal concrete flooring in this application. A comparable complete resinous-flooring system approved by the Architect and FDEP may be provided. Revised Sheets: A-102: Coating Systems Schedule and Room Finish Schedule revised to identify slip-resistant epoxy flooring and a 6-inch integral cove base. A-501: Fluid-Applied Resinous Flooring requirements added, including substrate preparation, moisture testing, primer, epoxy coats, slip-resistant aggregate, finish coat, and integral cove base. 5. There are no gutters/downspouts shown on the building – please confirm this is accurate. Response: Confirmed. Gutters and downspouts are not provided. Roof runoff will discharge at the building eaves onto the adjacent positive-drainage surfaces. Final grading shall direct runoff away from the building and prevent ponding adjacent to the foundation. Revised Sheet: A-102, Detail 2 – Roof Plan: Note added confirming that gutters and downspouts are not provided and describing the roof-runoff and grading requirements. 6. Section 2/A-201 calls for the “West” wall to be waterproofed to 4” below grade. This elevation is labeled “South”. Please clarify which wall is being waterproofed and provide the extent of waterproofing on this wall and product to be used. Response: The previous waterproofing note was associated with an earlier retaining-wall condition. Civil confirmed that the grading design uses slopes up to the building and walkway slabs and does not require retaining walls. Accordingly, no exterior wall is required to receive below-grade waterproofing under this condition. The conflicting waterproofing note and the associated retaining-wall, form-liner, and waterproofing requirements have been removed. Revised Sheets: A-101: Floor-plan and site-interface information revised to remove the retaining-wall condition. A-201: Building elevations revised to remove the conflicting below-grade waterproofing reference. A-501: Retaining-wall form-liner and waterproofing requirements deleted. 7. Door Type A has a 2/0 x 2/4 Cutout that is undefined on A302. Please clarify if this is a vision lite or other spec and what the placement/mounting height should be. Response: The 2'-0" × 2'-4" opening in Door Type A is a factory-installed vision lite. The bottom of the glazing shall be located no more than 43 inches above the finished floor. The Basis of Design is a Special-Lite SL-17 Hybrid FRP Door with a vision lite or approved equal. The complete door and glazing assembly shall comply with applicable safety-glazing and accessibility requirements. Revised Sheet: A-302, Detail 11 – Door/Frame Types: Door Type A revised to identify the vision-lite opening, dimensions, mounting height, and Basis of Design. 8. The toilet compartments are called ceiling hung on the keynote and floor-and-ceiling attached in the specification and are given as Bobrick in one place and Ampco or Santana in the other. Please confirm the product and the mounting method. Please also confirm whether a second urinal screen is required for the second urinal and confirm the enclosure at the two accessible water closets. Response: The toilet compartments shall be ceiling-hung, high-density solid-polymer compartments. Bobrick Sierra Series is the Basis of Design, consistent with the FDEP standard. Previous references to floor-and-ceiling-attached compartments and Ampco or Santana have been removed. Both accessible water closets are enclosed within ceiling-hung toilet compartments with outswinging doors, accessible hardware, and the required clearances. One wall-mounted Bobrick Sierra Series urinal screen is provided between the two urinals. A second screen is not required because the outer urinal is located adjacent to the restroom side wall. Revised Sheets: A-101: Floor plan revised to coordinate the toilet compartments and accessible-water-closet enclosures. A-102: Toilet Accessory Schedule revised to identify ceiling-hung Bobrick Sierra Series compartments and a wall-mounted Bobrick urinal screen. A-301: Restroom elevations coordinated with the compartments, accessible water closets, and urinal screen. A-501: Toilet Partitions specification revised to identify Bobrick Sierra Series solid-polymer ceiling-hung compartments. 9. Can you provide a detail for the louvers? In both the doors and the walls. Response: Please see plans A-302for both louvers and door details. 10. Please clarify the finish floor elevations (F.F.E.). C-102 indicates 17.30 in the restrooms, 17.50 in the changing rooms & 18.30 in the chase. A-100 has 2 elevations in the restroom – 17.50 & 17.30? Response: The architectural drawings have been revised to coordinate with Civil Sheet C-102. The restroom finished-floor elevation remains EL. 17.30. Chase 103 and the Door 103 threshold are established at EL. 18.30, 1 foot above the restroom finished floor. The exterior concrete landing at Door 103 shall match the threshold elevation and slope away from the building in accordance with C-102. Revised Sheets: A-101: Floor Plan revised to identify the restroom F.F.E. as EL. 17.30, Chase 103 F.F.E. as EL. 18.30, and the Door 103 threshold and exterior-landing requirements. A-201: Building elevations revised to identify the Door 103 threshold and exterior landing at EL. 18.30 and to reference Civil Sheet C-102. A-301: Building Section revised to show the restroom F.F.E. at EL. 17.30 and the Door 103 threshold/exterior landing at EL. 18.30. A-302: Door and Frame Schedule and Detail 7 - Aluminum Threshold revised to identify Door 103 threshold EL. 18.30 and the exterior-landing coordination with C-102. 11. The answer to question #3 refers to sheet A401 for guardrail details, however the answers to #1, 12 & 18 indicate that the gravity wall on which the guardrail sits is being eliminated. Please clarify if any guardrail is still being planned for this project and, if so, where? (Referring to Addendum #2) Response: No, there are no guardrails in the project. 12. Is the FDOT Guardrail depicted on Sheet C501 being used anywhere in this project? (Referring to Addendum #2) Response: No, there are no guardrails in the project. In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
