September 16, 2026 NOTICE TO APPLICANTS ADDENDUM NO. ONE (1) Blue Spring State Park - Restroom Replacement DEP BID NO. BDC02-26/27 TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION. NOTICE It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Logan Lee-Marple, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the Bid. _______________________________________ Signature of Contractor and Date The following statements supersede & supplement the corresponding items in the specifications & drawings: 1. Question: Must the employees whose work will be counted toward the required 15% be directly employed by [Contractor] and on its direct payroll at the time of Bid Opening, or may employees hired after Bid Opening or after award to perform construction work on the project also be counted toward the 15% requirement? Answer: The employees do not have to be employed at the time of the Bid Opening. They may be hired after the award is posted. 2. Question: Can work performed by [Contractor’s] General Contractor, Project Manager, Superintendent/Supervisor, scheduler, or procurement/purchasing personnel be included in the calculation of the 15%? Answer: Yes, they can be included in the calculation. 3. Question: Can project management and administrative personnel be included in the calculation, or must the 15% consist exclusively of employees performing physical construction work? Answer: Yes, they can be included in the calculation. 4. Question: If the 15% must include physical construction work, could you please clarify what types of construction work would qualify? For example, would concrete, masonry/block, carpentry, finishes, roofing, or other construction activities performed directly by [Contractor] employees qualify toward the 15% requirement? Answer: All types of construction work are included. 5. Question: Is the 15% calculated based on the total contract value, the value of the construction work, labor costs, labor hours, or another methodology? Answer: It is based on the total contract value. In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
