Description

The City of Daytona Beach is hereby soliciting responses from qualified Design-Build Teams to provide progressive design build services for the design and construction of a hardening and upgrades project at the Ralph Brennan Water Treatment Plant (WTP). The project consists of four individual components located at the WTP with a fifth component that covers the potable water distribution system. This project will address several key needs within the City’s only water treatment facility including hardening critical infrastructure and improving operational efficiency and reliability. Ralph Brennan WTP The Ralph Brennan WTP is the City’s only water treatment facility and provides potable water to over 100,000 customers located throughout the Cities of Daytona Beach and South Daytona and portions of Daytona Beach Shores and unincorporated areas of Volusia County. The WTP was originally constructed in the mid-1970’s and was expanded in the mid-1980’s. Since that time, process specific improvements have taken place, but no plant-wide projects have occurred. The WTP is permitted as a lime softening treatment facility capable of treating up to 24 million gallons per day (MGD) of potable water. Given the age of the facility and being located within a coastal community, the facility is highly susceptible to impacts from extreme weather events such as hurricanes. Localized site flooding has occurred on-site during past hurricane events and wind-driven rain has rendered electrical components inoperable. In addition to the environmental vulnerabilities, various treatment components have been identified to have reliability concerns, including operational deficiencies and equipment obsolescence. A complete Design Criteria Package is included with the RFQ and provides further details on the project and its individual components. Project Funding This project is fully funded by the Supplemental Appropriation for Hurricanes Helene and Milton and Hawai'i Wildfires (SAHM) under the State of Florida's Drinking Water State Revolving Fund (DWSRF). SAHM funding was eligible due to damage sustained and disruption of essential functions where there was potential impact to public health caused by Hurricane Milton. In June 2025, the City submitted a Request for Inclusion (RFI) for funding related to damage sustained from Hurricane Milton and, in November 2025, the City was placed on the SAHM Priority List for the Sponsor Cap amount of $35,139,169, with an additional $7,435,831 placed on the waiting list. Depending on construction costs, the SAHM allocation may need to be supplemented with additional funding. While it is anticipated that any additional funding needed will come from the General SRF Program, the selected Design-Build Team will work with the City to identify and apply for other grant programs for which this project might be eligible for. Additionally, limited portions of the project will be funded directly by the City. The following provisions will apply to this project given SRF funding: FDEP Supplementary Conditions have been included with the RFQ for reference as they will be applicable to the construction phase of this project. Given the project funding mechanisms, the entirety of this project will be required to comply with American Iron and Steel (AIS) and Davis-Bacon Wage Rates statutes. Should the project be fully funded from the SAHM allocation, Build America Buy America (BABA) requirements will not apply to this project. However, if supplemental federal funding is added to this project, then BABA may become applicable. In that case, the Design-Build Team may be asked to provide cost analytics with BABA during creation of the guaranteed maximum price submissions (GMPs) to determine if a waiver is justified. The Designer on the selected Design-Build Team shall meet the qualifications of 'professional services' as defined in F.S. 287.055 (2). The Design-Build Team shall meet the qualifications of a 'design-build' team as defined in F.S. 287.055 (5).
