Special Notice #2 To further clarify question 4 below. “4. What is the place of performance (which NAWCAD site(s))?" Response – Please see Section C, Paragraph 4.4 the updated RFQ Attachment (Rev 1) which has been amended to state, “4.4 The contractor will support nationwide SWFT/SWFT+ fingerprinting at CONUS locations for up to 780 personnel annually throughout the period of performance." Additionally, in accordance with Section L c), in order to be technically capable to meet this requirement, the contractor must meet all of the six (6) items at the beginning of Section L, which includes, "c) Company has a nationwide network of commercial locations in every state across the continental United States" Special Notice #1 Industry Questions / Governement Response 1. Are you able to tell me if the government will supply the machines to capture fingerprints or is the vendor required to possess their own machinery? Contractor Owned 2. What is the estimated annual/monthly volume of fingerprint submissions? See Section B 780/annual and Section L 4. What is the place of performance (which NAWCAD site(s))? See Section C 2.0 and Section L, c) 5. Who is the applicant population - employees, interns, contractors, or all three? All three 6. Will the contractor need to provide SWFT/SWFT+ hardware and software, or is equipment government-furnished? Contractor owned hardware; Government owned software 7. Is any specific certification or training required for operators performing the fingerprint capture? SWFT Training and Privacy Act/Personally Identifiable Information Training 8. Is there a required turnaround time from capture to submission? Same day 9. What is the anticipated period of performance start date? 10/8/2026 10. Is this strictly on-site work, or is any portion remote/administrative? On-site and administrative work at contractor locations 11. What are the evaluation factors - price only, or technical/past performance as well? See Section L Price, Technical requirements and Section M, 52.212-2 12. Is a capability statement or proposed personnel resumes required with the quote? See Section L. There are submissions required to demonstrate technical capability as as well asto detail pricing. 13. May an offeror satisfy these technical requirements through an identified subcontractor whose existing nationwide infrastructure and systems will be utilized in performance of the contract? Yes 14. I see the published 8-page maximum limit. Does the SF-1449 and signed Attestation form count toward the 8-page limit? The 8 page limit is to demonstrate technical capability and to provide pricing. The SF1449 and attestation do not count towards the page count limit. 16. Do you expect any out-of-country fingerprint processing as part of this contract? No 17. Can you please confirm that there will be no requirement by the vendor to reimburse applicants for fees associated with hard-card processing, including shipping, processing, etc? Can you confirm the vendor will only be required to process digitization fees? Confirm, both 18. Can you please provide an expected distribution of volume by geography? IE, should we expect a high volume in certain areas? Varies, no historical data available
