This is a sources sought notice for information only. This sources sought is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation, and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of State's strategic goals: (1) to reduce the entry of illegal drugs and migrants into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to meet these goals is to partner with allied governments to promote the modernization of, and support the enforcement operations of, their foreign criminal justice systems and law enforcement agencies. INL assists host nations with the construction and rehabilitation of facilities that enable those nations to enhance their capacity to manage security incidents within their own countries. In cooperation with the Government of Honduras, INL is providing technical assistance for the rehabilitation and improvement of the FEN Puerto Castilla facility — an active operational base supporting maritime security, interdiction, and emergency response activities. The existing infrastructure requires comprehensive rehabilitation to support safe, reliable operations and compliance with applicable building codes and mission requirements. End-user transfer. The completed facilities and all equipment furnished under this contract are provided as assistance to the Government of Honduras and will be transferred to the Fuerza Especial Naval upon final acceptance. The Contractor shall deliver all warranty documentation, operations and maintenance manuals, and training in a form usable by the end user. Existing infrastructure at the site comprises a timber dock supported by preserved timber piles; an open-sided steel-framed structure with concrete slab-on-grade and metal roof housing the workshop and barracks areas; and existing electrical and utility services serving the facility. All works shall be integrated into the existing infrastructure with minimal disruption and without modification to primary structural systems unless expressly stated in this SOW. This project consolidates three interrelated sub-projects into a single design-build procurement: Rehabilitation of approximately 40 linear meters of the existing maritime dock (superstructure replacement, retaining existing piles) and construction of a new 15-linear-meter dock extension (new piles and full structure), with an optional concrete topping slab system over the full 55 m of dock surface; Construction and improvement of an Outboard Engine Workshop (approximately 80 m²), including enclosures, access elements, cladding, electrical, plumbing, ventilation, and fire protection; Construction and improvement of Emergency Response Barracks (approximately 40 m², dormitory for eight personnel), including enclosures, finishes, suspended ceiling, doors, windows, electrical, and life safety provisions. This is not a solicitation, nor will a solicitation package be issued as a result of this announcement, and no award shall be made as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number or Request for Quotation (RFQ) and the announcement will be published on SAM.gov. RESPONSES DUE For the purposes of this acquisition the applicable NAICS code is 236220. Responses are requested no later than 09 October 2026 at 12:00 PM EDT. All prospective offerors are responsible for monitoring this site for the release of all other information pertaining to the synopsis and solicitation. RESPONSE SUBMISSION INFORMATION All potential sources with the capability to provide the requirements referenced in this sources sought are invited to submit, in writing, sufficient information within the page limitations listed below. This information should demonstrate the respondent's ability to fulfill the technical, delivery, and support requirements and be responsive to the technical questions in this RFI as indicated below. We will not answer technical questions or provide additional technical information at this time via this sources sought notice. Please understand that the rough order of magnitude is for the purposes of market research and your firm will in no way be committed to any estimate you provide under this notice. Responses to this RFI shall include the following: 1. A cover sheet which includes: Company Name Address Point of Contact E-mail Address Phone Number UEI Number Primary Business and Market Areas Business Size and Socioeconomic Status (if applicable) 2. Relevant Construction Project Experience (four (4) page limit): The potential offerors need to demonstrate that they possess, within the last five years, construction experience similar to that described in this specified source sought category in Honduras. Offerors must verify experience commensurate with both construction and renovation of buildings/facilities. Experience described above needs to include the offeror’s role, primary contractor or sub-contractor. Each project experience needs to include the contract number, the US Agency or private company that awarded the contract and contract monetary value. Potential offerors shall be licensed and certified to perform architectural, engineering, and construction services in Honduras. Copies of the licenses and certifications must be submitted in response to the sources sought and are excluded from the two (2) page limit. Submit copies of such licenses. The potential offerors need to document experience in coordinating with host nation government(s) to mitigate and solve potential issues; Experience in importation of materials, equipment, manpower, and any other necessary resources required for the completion of design-build projects; 3. Capabilities of Successfully Completing Construction (six (6) page limit): Ability to provide all required design and engineering services, manpower, and materials to construct new buildings or to renovate existing ones; Ability to provide and deliver required materials and equipment to projects located in Honduras; Capabilities to import all required material and equipment through either sea or air transportation to Honduras; Ability that, should a solicitation be issued in the future for this requirement, offerors should declare if the offeror is applying as a primary contractor, a joint venture or partnership or other as applicable to their submission. Ability that, should sub-contractors figure into an offeror’s plans, the offeror will be expected to specify what percentage of work will be tasked to assigned sub-contractors. Period of Performance The proposed period of performance of this requirement is 240 calendar days from issuance of Notice to Proceed.
