Original Posting The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) is statutorily responsible for the care and placement of Unaccompanied Alien Children (UAC) referred by the Department of Homeland Security (DHS). Pursuant to the Homeland Security Act of 2002 and the Trafficking Victims Protection Reauthorization Act (TVPRA) of 2008, ORR must accept custody of referred UAC within 72 hours of apprehension and provide for their care pending release to an appropriate sponsor or other disposition. The Contractor will be expected to design, establish, operate, maintain, and support Emergency Intake Facility (EIF) campuses and associated wrap-around services on a nationwide basis, scalable to meet fluctuating Unaccompanied Alien Children (UAC) referral volumes. At a minimum, the Contractor shall provide: Campus site identification, facilities, and infrastructure capable of supporting populations of up to 3,000 children, including residential, administrative, medical, education, dining, and indoor/outdoor recreation space; Rapid site mobilization and phased ramp-up, achieving initial operating capacity for a minimum of 400 UAC within 30 days of task order award, scaling in increments as directed by ORR; Direct care services, including UAC orientation, case management, and behavioral health and mental health services; Medical services, including 24/7 medical staffing, initial medical examinations, immunizations, family planning services, and medical isolation/quarantine capacity; Education services, including individualized educational assessments and structured classroom instruction; Legal services information, including notification of rights to counsel and access to legal assistance; Sponsor services and case coordination support, including documentation collection, sponsor vetting coordination with ORR's Division of Sponsor Assessment and Division of Case Assessment, and release coordination; Line-of-sight and sound supervision and behavior management services consistent with ORR trauma-informed care standards; Campus security services, including perimeter security, access control, and video surveillance systems; Facilities management, including custodial, maintenance, food service, laundry, and IT support services; Supplies, equipment, and property accountability, including furnishings, medical equipment, communications equipment, and transportation vehicles; Transportation services, including escorted transport of UAC for sponsor unification, inter-facility transfers, and emergency movement; Program management, including a Project Management Plan, staffing plans, risk management, and records management in accordance with Federal records requirements; and Compliance with all applicable ORR policy guidance, including background investigation, Code of Conduct, and child safety reporting requirements.
