Description

Notice of Sole Source Intent The U.S. International Development Finance Corporation (DFC) intends to award a one-year, sole source purchase order to API Innovation Center (APIIC) for specialized analytical, technical, data integration, prioritization, reporting, and briefing support to identify, assess, prioritize, and act on pharmaceutical and health-sector supply chain vulnerabilities that may present development finance, investment, counter-dependency, resilience, and strategic supply chain opportunities. The requirement is for a highly specialized contractor capable of producing a national fragility analysis; integrating multiple pharmaceuticals, manufacturing, regulatory, utilization, geopolitical, and risk datasets; assessing API-level supply chain dependency; supporting DFC-calibrated model weighting; prioritizing candidate drugs; and preparing approximately 20–30 drug-specific supply chain reports. The work requires detailed visibility into active pharmaceutical ingredient (API) production, finished dosage form (FDF) manufacturing, key starting material (KSM) and upstream dependencies, manufacturer and facility-level concentration, country-specific dependency risks, and financeable opportunities to reduce supply chain fragility. This contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested vendors may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received by Monday, August 31, 2026, at 4:30pm Eastern Time (ET) will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
