Notice of Intent to Sole Source Title: Notice of Intent to Sole Source – Parking Facilities for ICE Government Owned Vehicles (GOVs) Solicitation Number: N/A NAICS Code: 812930 PSC Code: X1LZ Description: Immigration & Customs Enforcement (ICE) intends to award a sole source contract to Federal Parking Inc., 12400 Ownings Mills Blvd. Suite B, Reisterstown, MD 21136 for the lease of 50 indoor unreserved parking spaces at ICE HQ, 550 12th Street, Washington, DC. 20536. This procurement is being conducted under the authority of FAR 6.302-1, Only One Responsible Source. This requirement is for parking spaces for ICE GOVs. Federal Parking Inc.’s parking garage under ICE HQ’s Potomac Center South (PCS) building is uniquely qualified to fulfill ICE’s requirement for on-site parking due to their exclusive control over the PCS garage and its direct, secured connection to ICE Headquarters (HQ). The Federal Parking Inc./PCS garage has recently undergone specialized modifications, including restricted access points and emergency egress routes, specifically to address ICE’s heightened threat environment and frequent protest activity. This notice is not a request for competitive proposals. However, all responsible sources may submit a capability statement, which shall be considered by the agency. Responses must be received by July 28, 2026, 12:00 PM EST and should include documentation demonstrating the ability to meet the requirements.
