Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with (IAW) FAR Overhaul (RFO) part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separately written solicitation will not be issued. Solicitation number FA700026Q0102 is issued as a request for quotation (RFQ) for the purchase of a new Simultaneous Dynamic Scanning Calorimeter / Thermogravimetric Analyzer (SDT) with delivery to the United States Air Force Academy (USAFA), Colorado, 80840. This acquisition is unrestricted. The North American Industry Classification System (NAICS) code is 334516 and the small business size standard is 1,000 employees. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. TOTAL $__________ DESCRIPTION OF SERVICE The United States Air Force Academy (USAFA) Chemistry Department requires the purchase and delivery of a new Simultaneous Dynamic Scanning Calorimeter / Thermogravimetric Analyzer (SDT) in accordance with (IAW) Attachment 1 – Salient Characteristics. DELIVERY The quoter shall propose a delivery schedule (e.g. 120 Days After Contract Award) Delivery to: USAFA/DFCH 2355 Fairchild Dr, Rm 2M170 USAF Academy, CO 80840 SOLICITATION PROVISIONS The full list of provisions applicable to this acquisition are included in Attachment 2. The provision at RFO 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (Jul 2026) and the addenda below apply to this acquisition. Addenda To RFO 52.212-1: a. Submission of Quotes. i) Quotes must be in the English language and in U.S. dollars. ii) Provide your company’s CAGE code, SAM Unique Entity ID (UEI), and business size/socioeconomic status under NAICS code 334516. iii) Quotes must include the following: Technical Quote Quoters must provide sufficient product literature or technical documentation to clearly demonstrate that the proposed SDT analyzer meets all of the requirements defined in Attachment 1 – Salient Characteristics. If the proposed system includes features or capabilities that exceed the minimum salient characteristics outlined in Attachment 1, the offeror is encouraged to highlight these features and explicitly describe the operational benefit or utility they provide to the Government. Price Quotation Submit firm-fixed-pricing in accordance with the contract line-item (CLIN) structure listed in Section II. The price quote must include all costs associated with the equipment, delivery, and any basic warranty terms. Representations/Certifications Submit any required representations/certifications identified in the solicitation, including the completed Buy American – Free Trade Agreements – Balance of Payments Program Certificate at Attachment 3. v) Acknowledgment of Amendments: Quoters must acknowledge all substantial amendments to the solicitation prior to the deadline specified for the receipt of quotes. vi) Questions: All questions and requests for clarification must be provided in writing to tammy.martin.6@us.af.mil and evan.schwarzbart@us.af.mil no later than 10:00 a.m. Mountain Daylight Time on September 10, 2026. Answers will be posted to SAM.gov as an attachment to this solicitation. b. SAM Registration: Vendors must have an active registration in the System for Award Management (SAM) at the time of quote submission to be eligible for award. EVALUATION AND BASIS FOR AWARD The provision at RFO 52.212-2, Evaluation--Commercial Products and Commercial Services (Jan 2026), and the addenda below apply to this acquisition. Addenda to RFO 52.212-2: a. Completeness Review: Quotes will be reviewed for completeness and conformance to the solicitation instructions. Incomplete or non-compliant quotes may be excluded from evaluation. b. Basis for Award. The Government intends to award a single Firm-Fixed-Price (FFP) purchase order to the responsible quoter whose quote conforms to the solicitation and represents the best value to the Government, utilizing streamlined procedures authorized under RFO Part 12. c. Evaluation Factors for Award. Factor 1: Technical Capability – The Government will evaluate the extent to which the quoted product meets or exceeds the solicitation requirements, including the salient characteristics. Factor 2: Past Performance – The Government will consider past performance information available in the Supplier Performance Risk System (SPRS) and any other information available to the Government. Factor 3: Price – The Government will evaluate price for reasonableness and as part of the overall best-value determination. The Government reserves the right to award to other than the lowest-priced quoter if a higher-priced quote is determined to provide a better overall value to the Government considering technical capability, past performance, and price. IAW Class Deviation 2026-O0043 and R-DFARS 252.204-7024, Notice on the Use of the Supplier Performance Risk System (SPRS) applies and SPRS will be utilized. The Government intends to evaluate quotations and make award without discussions. Therefore, quoters should submit their best terms initially. SOLICITATION CLAUSES The full list of clauses applicable to this acquisition are included in Attachment 2. Addendum to RFO 52.212-4(d) Changes. Administrative changes in the terms and conditions of this contract may be written unilaterally by the Government. All other changes in the terms and conditions of this contract may be made only by written agreement of the parties. [See RFO 43.203(b)].
