BLM-CO WILD HORSE & BURRO VETERINARY SERVICE This amendment is to add a Q&A 4 document and extend response date of Friday, July 10, 2026, 1700 MT. This is a solicitation for commercial items prepared in accordance with the format in FAR Part 12.6- Streamline Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. PERIOD OF PERFORMANCE: 07/15/2026-08/31/2026 This is an RFQ for Veterinarian Services in accordance with BLM-CO WILD HORSE & BURRO VETERINARY SERVICE POC: Contract Specialist Courtni Strickland - cstrickland@ios.doi.gov Basic Contracting Requirements: 1. Active Registration: www.sam.gov/SAM 2. Compliance with Section 889 clauses. 3. Invoicing and Payment: www.ipp.gov - 30 day prompt pay after delivery. We can accept and pay partial invoices for accepted deliveries. 4. FAR Part 12 - Commercial Items Provisions and Clauses 5. FAR Part 13- Simplified Acquisition Procedures 6. Service Contract Act Wages for Rio Blanco, CO 7. Total Small Business Set-Aside for NAICS 541940; Veterinary Services $10 8. Type of Contract - Firm Fixed Price - no changes in price. 9. Basis of Award: Price and Other Factors Minimum Requirements for responsive quote: 1. Fully filled in, priced and signed SF1449 2. Filled in Schedule of Prices (Attachment 3 - Excel format) 3. Technical Proposal detailing your capabilities. Your technical proposal must be written to the specific requirements of the Performance Work Statement. Please include enough description/information in order to determine technical acceptability. Vague and generic proposals will most likely be disqualified or graded as "technically not acceptable". 4. Past Performance- contactable references, sub-contracting plan if applicable Instructions to Offerors: - Check your SAM registration, this must be active and current at the time of offers due. - Updates and registrations have been taking longer to process.
