PLEASE SEE ATTACHMENTS FOR ADDITIONAL INFORMATION REGARDING THIS REQUIREMENT Notice Type: Sources Sought (MARKET RESEARCH PURPOSES ONLY) Title: Secure Facility Chilled Water System Replacement – Federal Installation, CO NAICS Code: 238220 – Plumbing, Heating, and Air-Conditioning Contractors Product Service Code (PSC): N041 – Installation of Equipment: Refrigeration, Air Conditioning, and Air Circulating Equipment Response Date: 22 July 2026 Description: The Department of the Air Force (DAF), on behalf of the Base Civil Engineer Squadron (CES) at a Federal Installation in Colorado, is conducting market research to identify qualified, experienced, and interested business sources—specifically targeting small and socio-economic businesses (e.g., 8(a), SDVOSB, HUBZone, WOSB)—capable of performing a complete chilled water system replacement in a 24/7 operations facility. Project Objective: The chilled water system serving the facility's server room currently suffers from degraded serviceability, sub-component failures, and frequent downtime. It is operating at half capacity, which risks the loss of critical cooling for 24/7 operations. The selected contractor must provide all tools, equipment, materials, and certified labor to perform a complete system replacement with zero downtime to the active server room. Key Scope Items & Technical Specifications: Design & Sizing: Perform professional engineering cooling system design load calculations in accordance with UFC 3-410-01 (Sections 2-4 and 2-5.6) to determine final system capacity. Standardization Requirement: In accordance with the DAF Class Justification and Approval (J&A) for HVAC Chiller Replacement Standardization, the design of the new chiller system must be standardized on Trane-series equipment for this installation. Demolition: Safely decommission, recover refrigerant from, and remove the existing degraded chiller (Technical Systems Model: 30A0LM20-PT, Serial: 02-17-125822-001-001) and two existing Computer Room Air Handlers (CRAHs) (Data Aire Model: GFCU-04634, Serials: 2016-3226-A, 20163225-A). Equipment Installation: Procure, install, and commission: One (1) new water chiller with an integrated air-cooled condenser (Trane-series). Two (2) new chilled-water Computer Room Air Handlers (CRAHs) inside the secure server room. Temporary Cooling: Provide continuous, redundant temporary cooling to keep the secure server room strictly within operational temperature limits during the transition phase. Controls Integration: Fully integrate new controls into the base-wide Energy Management Control System (EMCS) in strict compliance with Base EMCS Standards (dated January 21, 2026) and UFC 3-410-02. Logistical & Physical Constraints: Chiller Pad Limits: The new chiller must fit the existing concrete pad (19’ - 11” L x 12’- 8” W x 6” to 8” H) and must not exceed the structural wet weight limit of 12,000 lbs. If the equipment footprint exceeds these limits, the pad must be extended. Rigging & Delivery Clearances: CRAHs must be navigated through a restricted interior corridor with doorway clearances measuring exactly 34” W x 82” H. Electrical: Must integrate with the existing 460V, 60 Hz, 3-Phase power supply and comply with UFC 3-501-01. Security & Clearances: All personnel must pass NCIC background checks, comply with strict OPSEC guidelines, and complete AT Level I training prior to facility access.
