NOTICE OF INTENT TO SOLE SOURCE ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, AND NO SOLICITATION DOCUMENT EXISTS FOR THE REQUIREMENT*** INTERESTED VENDORS MUST INCLUDE THE FOLLOWING IN THEIR SUBJECT LINE REFERENCE: “HT940626NOI3825” OR RISK THE GOVERNMENT NOT RECEIVING THEIR RESPONSE DUE TO EMAIL SECURITY FEATURES. IT IS SOLELY UP TO THE VENDOR TO ENSURE THEIR RESPONSE WAS RECEIVED BY THE CLOSING DATE AND TIME. The Defense Health Agency (DHA) intends to negotiate a sole source contract under the authority of FAR § 12.102(a) and 41 U.S.C. 3304 with Abbott Rapid Diagnostics Informatics, Inc. (Abbott), 2000 Holiday Dr., STE 500, Charlottesville, VA 22901-3601. The Laboratory Department Glucose monitoring and Point of Care Testing devices require a software interface system that connects point-of-care test results and instruments to the MHS Genesis health record system and has been authorized by Defense Health Agency to operate on DoD networks. This authorization allows for the successful transfer of critical clinical information into patient electronic health records to allow for continued and safe patient care. The contractor shall perform installation, implementation, training and maintenance support for a data management system for Glucose monitoring and Point of Care Testing. The service is required for 5 years. Abbott exclusively sells and provides RAL STM System. Abbott is also the only authorized seller and provider of maintenance and support services for the RALSTM System. The RALSTM System is a total solution system that manages instrument data, QC, linearity, operators, certifications, devices, and supports device configuration and more at the point-of-care. The system also offers a wide range of reports and features integrated, online operator and competency quizzes. Additionally, the RALSTM has been recognized as possessing the ability to integrate with all laboratory department glucose monitoring and point of care testing devices at NMRTC, Sigonella. There are no set-aside restrictions for this requirement. This notice of intent is not a request for competitive proposals for this requirement. However, parties interested in responding to this notice will need to submit sufficient technical data to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. A request for documentation or additional information, or submissions that only ask questions will not be considered as an affirmative response. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements are due by the announcement closing date and time. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following email address: matthew.d.teel.civ@health.mil, and shall include contact information, allowing the government to contact the vendor if necessary. No phone calls will be accepted. The interested parties bear full responsibility to ensure complete transmission and timely receipt.
