X-Ray Inspection System

This is a Combined Synopsis/Solicitation for the acquisition of a X-Ray Inspection System. This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. A quotation is requested, and a separate written solicitation will not be issued. NOTICE OF INTENT TO SOLE SOURCE: The Air Force TEST CENTER (AFTC/PZZF) at Edwards AFB intends to award a sole source firm-fixed price-purchase order to Creative Electron, Inc (CAGE: 54S43) under the authority of 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” Market research has determined this is the only benchtop system in the marketplace that natively meets all of the Government’s physical salient characteristics while providing the precise, high-magnification software required for this capability. While this is a sole-source requirement, any responsible source who believes they can meet all the requirements described in this synopsis may submit, in writing, a complete quote and technical capability statement for consideration. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are in effect through the Revolutionary Federal Acquisition Regulations Overhaul (RFO) 2026-1, R-DFARS Change 03/09/2026, and Class Deviation 2026-O0015. THIS REQUIREMENT WILL BE: Sole Source to a Small Business (Creative Electron, Inc). The North American Industry Classification System (NAICS) number for this acquisition is 334517 with a size standard of 1200 employees. Delivery: Period of Performance/Lead time will be 10 Weeks ARO. FOB Destination to Edwards AFB, CA 93524. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (DEV-O0038), applies to this acquisition. Basis for Award: Because this is a sole-source acquisition, the provision at 52.212-2, Evaluation—Commercial Products and Commercial Services, is not applicable. The Government will award a purchase order resulting from this RFQ to Creative Electron, Inc upon a determination by the Contracting Officer that the proposed price is fair and reasonable. 2. Offerors shall include complete copies of all applicable provisions. Offers will be considered incomplete if these are not included with the quote. The Offeror shall ensure their annual representations and certifications are current on the System for Award Management (SAM) website at https://www.sam.gov. 3. The clause at 52.212-4, Terms and Conditions—Commercial Products and Commercial Services (DEV 2026-O0038), applies to this acquisition. 4. Therefore, the initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.
