Description
This is a Request for Quote (RFQ) Solicitation for the acquisition of more than one Blanket Purchase Agreements for various flight training which include: T-2 Buckeye services, A-4 Skyhawk services, Daher Kodiak services, Cirrus Vision Jet services, Noorduyn Norseman services, Systems Platform Aircraft services, Lighter-Than-Air (Airship or Balloon) services, and Jet Glider services for the AFTC Test Pilot School Edwards AFB. Please see attachments for further details. (i) This is a solicitation for commercial service prepared in accordance with the format in RFO 5.201(c), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (RFO 12.201-1) will be used for this requirement. None of these services/solicitations will be intended to be combined. Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted. This solicitation is issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2026-01, and DFARS Change 05/07/2026. (iv) THIS REQUIREMENT WILL BE: 100% Total Small Business Set-Aside. The North American Industry Classification System (NAICS) number for this acquisition is 611512 "Flight Training " with a size standard $34M. (v) The Ordering Period varies is addressed specifically in each PWS. The Ordering Periods vary from 3-years to 5-years. Be sure to read each PWS thoroughly. (vi) Estimated Magnitude: Each of the eight possible BPAs will not be anticipated to exceed $349,999.99 for the total specified ordering period identified in the PWS, whether that be three (3) years or five (5) years. (vii) The provision at RFO 52.212-1, Instructions to Offerors--Commercial Products and Commercial Services (Oct 2025), applies to this acquisition. Quotes are due on 17 September 2026 at 3:30PM Pacific Daylight Time. ----------------------------------- The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Oct 2025) applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: ***Please read the evaluation criteria closely. If vendor does not provide a full response, it will be found unresponsive*** The solicitation provides that quotations will be evaluated using a Best Value Continuum. The award will be made on the basis of the best value of each proposal as well as meeting/exceeding the acceptability of technical factors. The technical acceptability factor contains one subfactors: (1) Ability to provide the requested services, (2) in the required timeframe. The agency will first rank quotations according to best value, from highest value to lowest value, and will evaluate the highest ranked value quotation as either technically acceptable or unacceptable, reserving the right to evaluate additional quotations for technical acceptability if deemed to be in the best interest of the government. Evaluation Factors: 1. Best Value 2. Technically Acceptability The Government anticipates awarding more than one BPA resulting from this RFQ to those responsible offerors whose quotes are responsive to the RFQ and are considered to be the Best Value. This is a competitive solicitation using simplified acquisition procedures and Best Value in which competing offerors technical performance and price will be evaluated to determine the award. Technical areas are more important than Price. The clause at RFO 52.212-4, Contract Terms and Conditions-- Commercial Products and Commercial Services (Oct 2025), applies to this acquisition. Additional Contract Requirement or Terms and Conditions: N/A Defense Priorities and Allocation System (DPAS): N/A Quote Submission Information: It is the government's intent to award without discussions. Therefore, each initial quote should contain the offeror's best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.
