Description
Action Type: Notice of Post-Award Justification for Other Than Full and Open Competition (JOFOC) under FAR 6.103-1. Contract Number: 1332KP22CNEEP0014 Contractor: Spire Global, Inc. Modification Value: $5,000,000.00 Extended Period of Performance: October 01, 2026 – September 30, 2027 (12-Month Extension) Scope of Services: The NOAA Acquisition and Grants Office (AGO), Satellite and Information Acquisition Division (SIAD), has executed a bilateral contract modification to procure extended spaceborne data acquisition services from Spire Global, Inc. Under this modification, the contractor will collect, process, and deliver Level 1 science-grade brightness temperature data (in NetCDF format) from its operational space-based Hyperspectral Microwave Sensor (HyMS) instrument integrated on a 16U LEMUR satellite platform. This data will support the NESDIS Commercial Data Program and the Office of Systems Architecture and Engineering (SAE) in conducting a comprehensive evaluation of hyperspectral microwave technology impact on global Numerical Weather Prediction (NWP) models across a full annual atmospheric cycle. Authority: This sole-source modification was executed pursuant to the statutory authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Spire Global, Inc. is the only commercial source with a currently operational, space-qualified system capable of delivering the required synoptic spaceborne data within the mandated timeframe to satisfy FY26 Congressional Directives.
