Description of Requirement 2.1 Background Vandenberg Space Force Base (VSFB) is a Continental United States (CONUS) military community with a split population of Active Duty, Reserve, Civil Service employees, retirees, and dependents. The VSFB Chapel is composed of Chaplains, Religious Affairs Airmen, Appropriated and Non-appropriated Fund Contractors, and lay volunteers who operate in a pluralistic environment. To meet the diverse spiritual and educational needs of this community, the Government requires a dedicated, qualified Contractor to manage and coordinate the Catholic Community’s comprehensive Religious Education (RE) program. This requirement will be executed under a non-personal services contract comprising a Base Year and four (4) consecutive 12-month Option Years. 2.2 Services Required The Contractor shall furnish all services necessary to manage and coordinate the Catholic comprehensive RE program for infants through adults. Key duties and tasks include: Program Coordination: Plan, manage, and coordinate programs including, but are not limited to, Confirmation, Sunday Children's Liturgy, Vacation Bible School (VBS), Order of Christian Initiation for Adults (OCIA), Confraternity of Christian Doctrine (CCD), and other parish/ecumenical programs. Staff and Council Engagement: Attend weekly chapel staff meetings and monthly Catholic Advisory Council (CAC) meetings. Administrative Administration: Maintain records, statistical information, and reporting on volunteer names, contact information, and attendance via the Chapel SharePoint site; prepare and maintain sacramental records. Resource and Supply Management: Coordinate and order Catholic curriculum and supplies in coordination with the Delta Chaplain (or designee) and within established fiscal deadlines (e.g., curriculum orders submitted by March 31). Volunteer Management: Serve as the Chaplain Corps Volunteer Supervisor for the Catholic RE program, ensuring all volunteers are recruited, trained, and have completed Child Care Criminal History Background Checks IAW DoDI 1402.05. 2.3 Qualifications and Special Requirements The Contractor must possess the following minimum qualifications: Age: Must be 18 years of age or older. Theological Proficiency: Must possess a strong theological grasp of the Catholic faith and catechesis, showing openness to diverse spiritual backgrounds. Education & Certification: To ensure a diverse and highly qualified pool of candidates, the Government offers flexible pathways to meet the theological standards for this role: Pathway A: A Master’s degree in theology or religious studies (preferred), with the commitment to obtain a valid AMS Catechist Certificate within one year of award. Pathway B: Practical ministry or religious education experience, combined with the completion of the AMS Basic Minimum and Advanced Catechist Certification program within one year of award. This structure allows the coordinator to complete their certification on the job during their first year of contract performance. Technical Skills: Capable of word processing in a Windows environment, specifically with calendar programs, MS Word, PowerPoint, and Outlook. Background Check: Must undergo a Federal Bureau of Investigation (FBI) Background Check and receive a favorable suitability determination. Supervision: Must qualify as a Line-of-Sight Supervisor (LOSS) for programs involving minors IAW DoDI 1402.05. Units of Work: A unit of work consists of one calendar month. The typical work week consists of approximately 25 hours, with regular office hours maintained at least four days a week. 2.4 Contracting and Administrative Compliance SAM.gov Registration: The prime contractor must have an active and valid registration in SAM.gov at the time of proposal submission and award. Non-Personal Services: The contractor shall perform services in a non-personal capacity in accordance with FAR 37.104. No employer-employee relationship will exist between the Government and the Contractor. Invoicing and Payment: Invoices must be submitted monthly via Wide Area Workflow (WAWF) on or about the 20th of the month following service. 2.5 Period of Performance The contract features a 12-Month Base Period with four (4) 12-Month Option Periods, structured as follows: Base Period will start 10 Days after Award. (Below is an Example of what the Base Period would be) Base Period: July 1, 2026 – June 30, 2027 Option Period 1: July 1, 2027 – June 30, 2028 Option Period 2: July 1, 2028 – June 30, 2029 Option Period 3: July 1, 2029 – June 30, 2030 Option Period 4: July 1, 2030 – June 30, 2031 2.6 Government Furnished Property/Information The Chapel will provide adequate work and storage space in Building 16200 (or a designated religious education facility), along with all required office supplies, reproduction support, and computer/information access necessary to perform the duties. 2.7 Attachments Performance Work Statement (PWS): For a comprehensive description of all duties, weekly, monthly, and yearly tasks, please reference the attached PWS. 3. Regulatory Authority and Acquisition Strategy This notice is published in accordance with the Revolutionary FAR Overhaul (RFO) 5.101 and 12.201-1 for acquisitions at or below the Simplified Acquisition Threshold (SAT), as supplemented by Department of War (DoW) guidance, including DFARS Deviation 2026-O0003 and 2026-O0028. Presolicitation Notice Only: This is a Presolicitation Notice, NOT a Request for Quotations (RFQ). A solicitation document does not currently exist and will not be posted to SAM.gov or the PIEE Solicitation Module at this time. Direct Solicitation: Following the conclusion of this mandatory 15-day posting period on May 30, 2026, the Government intends to directly solicit quotations from selected sources capable of meeting the requirement. No Financial Obligation: The Government does not intend to award a contract based on this notice or pay for the information solicited herein. This notice is issued solely for informational and planning purposes. 4. Instructions for Interested Parties Although the Government intends to directly solicit quotes from selected vendors after this notice expires, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
