Solicitation: Aircrew Duty Berthing Renovations Set-Aside: Total Small Business Set-Aside (FAR Subpart 19.5) Location: USCG Sector San Diego, Building D (Aircrew Duty Berthing Room), 2170 N. Harbor Drive, San Diego, CA 92101 Important Dates Questions Due: September 15, 2026 Proposals Due: September 18, 2026, by 11:59 PM Eastern Time 1. Project Background and Objective The U.S. Coast Guard requires complete renovations of the Aircrew Duty Berthing Room in Building D at Sector San Diego. The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to modernize the space for active-duty personnel. 2. Scope of Work (Summary) - Please review the attached Statement of Work (SOW) for full technical requirements, safety standards, and applicable codes. The Contractor is responsible for the demolition of existing materials and the installation of new commercial-grade fixtures. Key tasks include: Lighting Renovation: Replace existing light fixtures with new fully dimmable LED fixtures featuring a selectable red-light mode across 6 sleeping rooms, 1 central hallway, and 1 bathroom. Bathroom Renovation: Demolish existing fixtures, tile, and shower pan. Install a new commercial-grade toilet, sink/vanity with enclosed storage, shower pan, low-maintenance sheet vinyl flooring, and a new mirror. Flooring Installation: Remove approximately 590 sq ft of existing carpet and install new Luxury Vinyl Plank (LVP) flooring, including new baseboards and trim. Interior Painting: Prepare and paint all interior walls and trim in the 6 sleeping rooms and the common passageway. 3. Site Conditions & Hazardous Materials An Asbestos and Lead Survey was conducted for this facility (AESS Job No. 26-092). Asbestos: No asbestos was detected in the Berthing Room in Building D. Lead: Lead was detected at very low concentrations (<0.00146% to 0.0039% by weight). While below the EPA/HUD threshold for Lead-Based Paint, any detectable level of lead triggers Cal/OSHA Lead in Construction Standard (8 CCR § 1532.1) compliance. Handling & Disposal: Debris and waste generated from the removal of lead-containing materials must be evaluated for appropriate disposal classification (TCLP or TTLC) prior to off-site disposal. Government dumpsters shall not be used. 4. Period of Performance and Hours All work shall be completed within 60 calendar days from the issuance of the written Notice to Proceed (NTP). Work hours are Monday through Friday, 0800 to 1700 hours, excluding federal holidays. Any disruption to utilities must be coordinated at least 72 hours in advance. 5. Wage Determinations This project is subject to the Davis-Bacon Act (FAR 52.222-6). Prevailing wages for San Diego County, CA, apply. See the attached General Decision Wage Determination. 6. Proposal Submission Requirements To be considered for award, interested offerors must submit the following documents with their proposal: Product Data Sheets & Warranties: For LED lighting fixtures, bathroom vanity, toilet, shower pan, LVP flooring, and any other major items to be replaced. Samples: Paint color and flooring finish samples or spec sheets. Safety Plans: An Activity Hazard Analysis (AHA) & Accident Prevention Plan (APP) detailing Cal/OSHA compliance for lead-containing materials and general construction safety. Technical Plan: Detailed technical plan outlining the project schedule from the post-award walk-through to construction completion. Past Performance & Licensing: Relevant past performance examples and proof of valid professional and trade licenses (plumbing, electrical, tile-setting). Pricing: Transparent pricing sheet breaking down labor, materials, waste disposal, and the total proposed cost.
