Description
The City of Thousand Oaks (“City”) is seeking qualifications from experienced Master Developers to develop a pool of pre-qualified candidates interested in transforming downtown Thousand Oaks. The successful applicant may be a single vertically integrated development firm or a consortium consisting of a lead and sub-developer(s) (the “Master Developer”), to construct a transformative mixed-use development on the Civic Arts Plaza campus. The Thousand Oaks Downtown Project for the Civic Arts Plaza campus (“Downtown Project”) is the culmination of more than a decade of planning and includes both private development components and complementary City-led components. This solicitation is limited to the private development components - Phase 2A of the Downtown Project (reference Attachment A). The City is seeking a Master Developer to complete the mixed-use development which has already complied with the Surplus Land Act process. The site is currently entitled for Phase 2A, which includes a combination of market-rate and affordable residential units, a hotel, and curated ground-floor retail and dining. Separately, the City is prepared to deliver significant public infrastructure and public realm improvements adjacent to the site, and is arranging public funding and financing, including $80 million in cash, to advance these public investments, creating a strong foundation for the successful implementation of the overall Downtown Project. This Request for Qualifications (“RFQ”) initiates a two-phase competitive selection process. Applicants shortlisted through this RFQ will be invited to respond to a subsequent Request for Proposals (“RFP”), through which the City will select a Master Developer to negotiate the terms of a disposition agreement.
