Description

The Bay Area Air Quality Management District ("Air District") seeks a qualified contractor with software development experience working with other large air quality management district agencies in California, to develop, implement, deploy, and maintain a mobile application and mobile-responsive web application for the Air District's Open Air Community Data Portal ("Open Air Portal"), an interactive, public-facing portal that will enable Bay Area residents and users to search, view, and access air quality and facility-related information. The selected contractor will build on discovery, requirements, design, and user story refinement activities completed to date by the Air District to develop and launch the Open Air Portal. The Open Air Portal is a multi-year project consisting of at least two (2) major phases and a Production Proof of Concept (PPoC) workstream for Refinery Fenceline Monitoring: Phase 1: Software Development, Implementation and Maintenance of Open Air Portal for Facility Data Refinery Fenceline Monitoring PPoC: Software Development and Specialized Air Monitoring Data Services for Refinery Fenceline Monitoring Phase 2: Discovery, Software Development, Implementation, and Maintenance of Open Air Portal for Integration with Air Quality Monitoring and Modeling Data The scope of this RFP is limited to Phase 1, the software development portion of the Refinery Fenceline Monitoring PPoC (the specialized air monitoring data services and Phase 2 are NOT part of this RFP scope), and project management services across all phases and workstream(s) of the entire Open Air Portal project. Project management responsibilities may include , but are not limited to , planning and coordinating with other third-party vendors and stakeholders to ensure successful implementation and continuity of service throughout the project lifecycle . The Air District anticipates issuing separate solicitations for the specialized air monitoring data services of the Refinery Fenceline Monitoring PPoC and Phase 2. For planning purposes, the Air District estimates a total implementation budget of approximately $1.9 million across all phases and an additional $400,000 for three (3) years of post-implementation maintenance and operations. These estimates are provided for planning purposes only and are not construed as a commitment or guarantee. The project will be delivered under a fixed-price, milestone-based payment structure covering project management, software development, implementation, deployment, and post-deployment support services. Phase 1 of the projec t follows an established timeline anticipated to begin in January 2027 with deployment of the Open Air Portal for Facility Data by June 2027, followed by maintenance and support for a minimum of three (3) years post deployment. The specialized air monitoring data services portion of the Refinery Fenceline Monitoring PPoC is anticipated to begin in April 202 7 and complete in December 202 7 . Phase 2 of the project is estimated to begin in April 2028 and complete in June 2029. Interested respondents must meet the mandatory Non-Disclosure Agreement (NDA) Requirement as described in Section 4 of this RFP to be deemed responsive.
