Road to Resilience Grant

Purpose: This RFA will award competitive grant funds to partnerships that, through interagency collaboration and integration of services, identify and serve pregnant individuals with known histories of substance use, pregnant individuals with current substance use, and parents/caregivers of substance-exposed infants. Selected grantees will provide the priority population, their infants, and their families in-home case management that links them to community-based agencies and resources for parenting and concrete supports to mitigate risks of substance exposure and maltreatment to infants. Grantees will do so through developing or strengthening collaborative partnerships among health service providers, county and/or tribal child welfare, county public health, behavioral health, and community-based organizations to identify the priority population, take steps to eliminate their substance use and prevent relapse, and ameliorate negative child outcomes associated with parental substance use. Eligible Geographies: Grant awards will be given to a maximum of seven agencies located in each of OCAP’s six grant regions. Each region will be awarded one grant with the southern region awarded two grants. The OCAP’s six grant regions and the associated counties can be found in the OCAP Grant Summary webpage. Matching Funding: Applicants should indicate if they are applying for Option 1 or 2 funding within the Application Information. Option 2 applicants shall make all efforts to obtain additional funding in order to conduct or contract for a well-designed and rigorous evaluation of their RR program to meet Title IV-E Prevention Services Clearinghouse and/or California Evidence-Based Clearinghouse (CEBC) requirements for rating and approval to the Clearinghouse(s).
