Description

Project Introduction The Concord City Council, sitting as the Local Reuse Authority ("LRA") [1] has selected BCUS Acquisitions LLC (“Brookfield”) as the master developer for the Development Footprint (defined below) within the larger Concord Reuse Project ( “ CRP ” ) . [2] Pursuant to its agreement with the City of Concord (“City”), Brookfield will prepare the CRP Specific Plan (“Specific Plan”), in close coordination with the City. It is anticipated that the Specific Plan will cover at least approximately 2,465 acres (“Specific Plan Area”), which consists of the approximately 2,416-acre Economic Development Conveyance Area (“EDC Area”) within the larger approximately 5,028-acre property formerly known as the “Inland Area” of the Concord Naval Weapons Station (“CNWS”); approximately 10 acres of the Willow Pass Road right-of-way; approximately 6 acres of the existing Clayton Canal, which will be abandoned; and approximately 33 acres of the existing Contra Costa Water District (“CCWD”) Canal, which will remain. Brookfield proposes to develop approximately 2,308 acres (“Development Footprint”) within the EDC Area (excluding approximately 157 acres [3]). The Specific Plan will serve as the principal land use document governing redevelopment of the Development Footprint. Additional areas may be added to the Specific Plan Area during the planning process, potentially including the Public Benefit Conveyance areas and the North Concord BART Station property (see Figure 1). The City, through its Community Development Department, intends to select a qualified consultant or consulting team (“Consultant”) to assist the City in coordinating with Brookfield on the Specific Plan, preparing amendments to the 2012 Concord Reuse Project Area Plan (“Area Plan”) for consistency with the Specific Plan, and preparing an environmental analysis for the project pursuant to the California Environmental Quality Act (“CEQA Review [4] ”). Responses are to be submitted no later than Response Submission Time on Response Submission Date , through the City's Procurement Portal ("Portal") at https://procurement.opengov.com/portal/cityofconcord . This RFQ is presented in the associated attachment(s) and must be downloaded from the Portal. Please submit any questions regarding this RFQ via the Portal. [1] For ease of reference, the terms “City” and “LRA” are used interchangeably in this document. [2] The history and background of the Concord Reuse Project (“CRP”) is set forth in more detail in Section D (Background Information). [3] The 157 acres excluded corresponds to acreage adjacent to and north of State Route 4 (Diablo Creek Golf Course, future State Route 4 right-of-way, future Evora Road right-of-way, and an extension of Mt. Diablo Creek). [4] The CEQA Review includes an analysis of both the Area Plan amendments and the developer-led Specific Plan.
