Description
The Community Investment Department of the City of Los Angeles (herein referred to as the CID) is seeking to develop two (2) pre-qualified lists of on-call consultants and/or contractors to assist in the implementation of the Jobs and Economic Development Incentive Zones (JEDI Zones) Façade Improvement Program and other related programs. The intent of this Request for Qualifications (RFQ) is to pre-qualify firms that can provide the services described herein to CID on an as-needed basis. The scope of services will include multiple phases to encompass a strategic approach to the project. Given the broad scope of work, a consultant(s) may submit qualifications on all or both of the requested services. The scope of services will be for the following: architectural/design and construction management services and construction services in approved JEDI Zones (Project Areas). The City invites contractors to submit a written response to qualify for one or more of the areas listed. Selection from responses received will be based on a comprehensive evaluation by the City. This RFQ is the first phase of a two-phase procurement process for services on as-needed projects, the second phase being the bid and award of as-needed work orders for project areas to firms pre-qualified under this RFQ. Firms selected as pre-qualified under this RFQ will be awarded to the bench list of the qualified service by CID. On an as-needed basis, CID will solicit bids/responses for projects from firms that have pre-qualified contracts to provide the services required for each project area, and the selected bid/response, along with all the terms and requirements set forth in the bid/response and work order for the project, shall be incorporated and made a part of the applicable pre-qualified contract. Other City departments may also enter into contracts with firms pre-qualified under this RFQ for projects requiring the services set forth herein. The selection for prequalification under this RFQ does not commit the City to award any as-needed work orders for any projects to any pre-qualified firm and does not ensure that any minimum amount of compensation will be paid in connection to the Contract. Additionally, CID, or any other City department, may at its sole discretion, enter into contracts with firms that are not on the pre-qualified list generated as a result of this RFQ yet offer similar services as a pre-qualified firm. Respondents deemed most highly qualified, based upon the RFQ criteria, will be placed on the pre-qualified list of service providers and will be eligible for contracting opportunities. CID invites RFQ submissions from firms interested in providing, by contract, services in one or more of the following service areas: Architecture / Design and Construction Management Construction Services Through this Request for Qualifications (RFQ), the City will select one or more qualified firms with which the City may contract to perform the services described in the RFQ. The purpose is to establish a team of one or more consultants who are available to provide design and technical expertise for the Façade Improvement Program on an as‐needed basis. Work is not guaranteed but as the need for professional services arises, the City will contact the firm(s) to provide specific work tasks. The term of the prequalified list for each service category will be for three (3) years. In approving this RFQ, CID, in its capacity as the contract awarding authority for the City, finds, pursuant to City of Los Angeles Charter (Charter) section 371(e)(10), that the use of competitive bidding would be undesirable, impractical or otherwise excused by the common law and the Charter because, unlike the purchase of a specified product, there is no single criterion, such as price comparison, that will determine which firm(s) can best provide the services required by the City and address the City’s needs as specifically set forth herein. To select the best firm(s), CID finds it is necessary to utilize a standard request for qualifications process and to evaluate submissions received based upon the criteria included in this RFQ. CID specifically finds that the narrower and more specialized competitive sealed proposal process authorized, but not required, by Charter section 371(b), would not meet the City’s needs and therefore opts to utilize the standard request for qualifications process.
