VTA seeks proposals (each a " Proposal ") from responsive and responsible qualified firms (each a " Proposer ") to provide Quality of Life Assessment (QOLA) which will identify what is necessary to support a quality life for Santa Clara County residents and define related transportation actions and metrics VTA can pursue to support quality of life for the project titled below and further described in the Scope of Work (the " Project "):
