Multi-Agency HazMat Exercise

The Napa County Office of Emergency Services and the Emergency Medical Services Agency Services are issuing this Request for Proposals (RFP) to secure a service contract with a qualified firm (or firms) specializing in training and exercise design, planning, implementation, facilitation, and evaluation. The selected contractor will develop and deliver a multi-agency exercise addressing multi-casualty incidents and large-scale patient movement during a violent offender event involving hazardous materials. The exercise premise will focus on an intentional hazardous materials attack targeting an election-themed gathering. All exercise planning, execution, and after-action review must comply with the standards of the Homeland Security Exercise and Evaluation Program (HSEEP). It is anticipated that the training(s) will be completed by May 31, 2027
