***Notice of Intent to Award posted 8/5/2026*** ***Questions and Answers posted 7/21/2026*** ***Addendum 1 posted 7/21/2026*** ***Addendum 2 posted 7/21/2026*** The California Department of Public Health (CDPH), Center for Healthcare Quality, is soliciting bids from qualified bidders to provide print and mail out services for California licenses, renewals, and notices to the professions regulated by the Department and governed by the following CDPH programs, Radiological Health Branch (RHB) and Licensing and Certification (LNC). CDPH is soliciting bids from the most qualified and reliable firms to provide data processing, printing, sorting, inserting, sealing envelopes, and mailing of materials. CDPH is no longer equipped to provide the mass production printing and mailing high volume, time sensitive material. The State of California Office of State Publishing (OSP) has granted CDPH a waiver to reach out and solicit for private firms to provide the services needed. The capability and continuity of printing and mailing services is of paramount importance to CDPH programs and their constituents. CDPH programs are mandated to ensure the timely issuance of various licenses, permits, notices, letters, renewals and delinquencies. Examples of mailed materials include, but are not limited to the original, renewal, or replacement license for X-Ray technicians, radiologic technologists, physician assistants, nurse assistants, home health aides, hemodialysis technicians and nursing home administrators. CDPH programs also issue legally required revocation or enforcement notices when applicable. These are all pertinent and sensitive communications that are critical to the health and well-being of Californians and ensure standards and requirements are being met. CDPH intends to make a single contract award to the most responsive and responsible firm offering the lowest cost.
