HSR26-16 M2M Collaborative Design-Build Services

07/09/2026: The California High-Speed Rail Authority (Authority) has issued Request for Qualifications (RFQ) for Collaborative Design-Build Services for Merced to Madera (M2M) Civil Works. The purpose of this procurement is to enter into a collaborative design-build agreement to complete the design and construction of civil works for the M2M project segment, which consists of approximately 30.3 miles of new high-speed rail guideway extending from just south of Mission Avenue in the City of Merced to the southern project interface at Construction Package 1 in Madera County. There are options for an extension to Downtown Merced and State Route 152 improvements. Updates, including responses to written questions, and any additional addenda will be provided here on Cal eProcure. RFQ Timeline for this procurement is as follows: July 9, 2026: RFQ released on the California State Contracts Register (Cal eProcure) July 16, 2026: Pre-Bid Conference (East End Complex 1500 Capitol Ave, Sacramento, CA 95814) September 29, 2026: Statements of Qualifications due Late October 2026: Notice of shortlist released 06/17/2026: The California High-Speed Rail Authority (Authority) anticipates requesting approval to release a Request for Qualifications (RFQ) for Collaborative Design-Build Services for the Merced to Madera Civil Works Project from its Board of Directors at its June 24, 2026 meeting. RFQ Timeline Subject to approval and direction by the Board of Directors, the anticipated timeline for the RFQ is as follows: June 24, 2026: Board of Directors consider approving release of RFQ July 2026: RFQ released on the California State Contracts Register (Cal eProcure) July 2026: Pre-Bid Conference & Small Business Workshop - Registration Information to be provided following RFQ release November 2026: Statements of Qualifications due December 2026: Shortlisting of qualified teams A draft RFQ is available as an attachment to this event on Cal eProcure. Be advised that the collaborative design-build contract resulting from this procurement will require compliance with the Authority's Small Business Program. The draft RFQ is subject to change and approval from the Board of Directors. This announcement does not constitute a release of an RFQ or an invitation to bid. Be advised the draft RFQ or its approval, if granted by the Board of Directors, does not constitute a release of the final RFQ.
