Description
Purpose: The Consolidated Appropriations Act of 2023 authorizes Congressional funding for states, tribes, territories and local communities for FEMA’s Hazard Mitigation Assistance Pre-Disaster Mitigation grant program. These funds allow governments to plan for and implement sustainable cost-effective measures to reduce the risk to individuals and property from future natural hazards, while also reducing reliance on federal funding from future disasters. For FISCAL year 2023, funds are being made available to 100 congressionally directed projects. The PDM Grant program promotes a general goal of resilience and adaptation. The 2022-2026 FEMA Strategic Plan outlines three ambitious goals: The PDM Grant Program supports Goal 2: Lead Whole of Community in Climate Resilience and Goal 3: Promote and Sustain a Ready FEMA and a Prepared Nation. Matching Funding: Generally, the Pre-Disaster Mitigation program provides a 75% federal cost share and requires a 25% nonfederal cost share.
