Description
STATEMENT OF PURPOSE The Sacramento Deep Water Ship Channel faces ongoing flood‑risk management challenges driven by inadequate levee infrastructure, evolving hydraulic conditions, and the need to balance navigation, ecosystem, and operational constraints. To support informed leadership decisions on future solutions, a two‑phase expert design charrette will be facilitated to guide structured collaboration and synthesis. In Phase 1, the facilitator will lead discovery and alignment activities to clarify the flood‑related problem statement, identify constraints and risks, and generate initial solution concepts. Phase 2 will refine these concepts through deeper scenario analysis, trade‑off evaluation, and consensus‑building, resulting in a decision‑ready package for executive leadership. Throughout both phases, the facilitator will manage the process, coordinate with project leads and SMEs, and produce clear, actionable deliverables to support the evaluation of alternatives for flood‑risk reduction and system improvement.
