Emergency Planning Services

The Office of Exposition Park Management (OEPM) seeks a highly qualified consultant/firm to provide comprehensive emergency planning, public safety coordination, operational preparedness, and incident management support services for Exposition Park in preparation for major events, emergencies, and all-hazard incidents, including but not limited to events such as the FIFA World Cup 2026 Fan Festival, LA28 Olympic and Paralympic Games, and other large-scale public gatherings. This is not a planning-only or advisory engagement. While the selected consultant/firm will be expected to assess existing emergency management capabilities, operational procedures, coordination frameworks, and infrastructure vulnerabilities, the core purpose of this contract is the development and implementation of actionable, scalable, and operationally functional emergency preparedness and coordination frameworks that can be actively utilized by OEPM and its public and private partners.
