Description
The District is releasing this RFP with the intent to award a single contract for Elevator and Escalator Repair and Maintenance Services . The District is seeking a qualified Elevator and Escalator Maintenance Service provider . Services include, but are not limited to, routine and out-of-scope maintenance. The District board and staff have been actively engaged in a strategic planning process that has elaborated on its purpose, mission, vision, and organizational values in pursuit of ensuring a quality experience to guests and patrons of the District properties including the Del Mar Fairgrounds, Surf &Turf Recreation Center, and Del Mar Horsepark. Proposer is encouraged to elaborate on its alignment with the District’s strategic direction. Any contract resulting from this RFP will be awarded to the Proposer(s) whose proposal(s), as determined by the District, best meet(s) the requirements set forth in this RFP. The District will use the Primary Method evaluation process, as explained in the DGS Contracting Manual, Volume 1, at Section 5.20, et seq., whereby proposals are reviewed to determine which ones meet the format requirements and the standards specified in the RFP. Proposals meeting the minimum standards and format requirements will then be rated or scored on technical and qualitative factors. Considerations on the qualitative and technical factors are outlined in the following sections: #Evaluation, Selection and Scoring Process and #Evaluation Phases . The sealed cost proposal for those proposals that meet the minimum score threshold established in the technical evaluation phase shall then be publicly opened and read. Proposers must not include pricing information in their Technical Proposal. All pricing details must be submitted separately, either in a sealed envelope for manual submissions or electronically in the Pricing Proposal Table Section . Pricing submissions will remain sealed and confidential until the District’s evaluation team has reviewed and determined the proposal to be qualified. Upon completion of the proposal evaluation, the Pricing Proposals will be opened publicly. Only proposals determined to be qualified will have their pricing proposals opened and considered for award. The contract will be awarded to the lowest-cost responsible proposer. The District may, at its sole and absolute discretion, reject any or all proposals, or parts thereof, or reject any item or items in this RFP, and waive any irregularities or technicalities. The District may re-advertise this RFP; postpone or cancel this RFP, at any time, during the RFP process. The decision as to who shall receive a contract award, or whether or not an award shall ever be made as a result of this RFP, shall be at the sole and absolute discretion of the District. The District reserves the right to make an award without the consideration of option or renewal years, as the interests of the District may require.
