Description
The City of Pasadena is seeking proposals from qualified Consultants to respond to a Request for Proposal (RFP) to design a demonstration project utilizing quick-build materials on El Molino Avenue between Atchison Street and Bonita Drive for approximately 3.8 miles. The demonstration project will help to facilitate community engagement and evaluate different treatments to be considered for the permanent Greenway features. El Molino Avenue was selected for the demonstration project because it is a key corridor in the City’s Bicycle Transportation Action Plan with limited existing bike infrastructure, connects several important destinations and activity centers, and crosses diverse neighborhoods with differing community concerns and perspectives. El Molino Avenue crosses the I 210 freeway and was also considered because there are no freeway on-and-off ramps, which can make north–south travel more challenging for bicyclists and pedestrians. It was also chosen to address documented issues with speeding, traffic volumes and crash history. Testing potential quick-build treatments across these varied contexts will help establish a repeatable process and create a model to apply to similar corridors for future citywide implementation. Documenting the demonstration project will support the City’s delivery of its USDOT SS4A‑funded project by generating broader safety research value and making the results publicly available. This effort will produce a concise report summarizing community feedback and safety analyses, providing clear guidance for meeting SS4A grant requirements and advancing the project toward implementation. The El Molino Avenue Demonstration Project includes quick-build improvements, which are temporary treatments that are easily installed and removed that could include, but are not limited to, the following: Painted crosswalk enhancements (with curb extensions), Painted medians, Traffic diverters or traffic circles, Hardened centerlines using vertical delineators, Speed humps/ tables/ cushions, Parking adjustments, and Buffered bike lanes. The Consultant team shall have knowledge of current best practice in transportation engineering, bike and pedestrian planning, policy, and design, and have significant experience in engaging, collaborating, and coordinating with diverse communities and stakeholders. In the proposal the Consultant shall describe their experience in designing, building, and engaging communities on quick-build projects, and how that experience will successfully allow them to complete this project. A Consultant team with a proven ability to build strong community consensus paired with deep experience in innovative, high‑quality bicycle and pedestrian infrastructure will play a vital role in delivering a successful project. The Consultant shall explain how they will connect with the local Pasadena community in the project area, and the proposal will be evaluated based on exhibiting an in-depth understanding of Pasadena’s unique context. The team should also be skilled at thoughtfully addressing long‑standing concerns about traffic and the desire to maintain car‑focused travel patterns, while presenting clear, data‑driven, and community‑informed solutions that open the door to new ideas and forward‑thinking mobility choices. In addition to having experience in active transportation policy and design the ideal Consultant shall have thorough working knowledge of all pertinent federal and state accessibility requirements including: Title II of the Americans with Disabilities Act; PROWAG; Title 24, Part II Chapter 11B, Sec. 11B.705; and the California Manual on Uniform Traffic Control Devices. The Consultant shall identify in the proposal how they will approach the project work and highlight any obstacles they anticipate and articulate how their unique project approach would overcome these obstacles and deliver a successful project. The Consultant Team shall also have experience delivering projects funded through the SS4A grant program. Additional consideration will be given to Consultant Teams that propose innovative, value‑added ideas or design enhancements for the Project at no additional cost.
