Description
UPDATE (6/18/2026): Questions & Answers posted on SF City Partner Portal. ### Introduction: This Request for Proposals (hereinafter “RFP” or “Solicitation”) is being issued by Controller (hereinafter, “CON” or “City”). CON, on behalf of all City Departments, is seeking qualified suppliers (“Proposers”) to provide proposals (“Proposal”) for firms demonstrating successful experience providing actuarial valuation and advisory services related to Government Accounting Standards Board (GASB) 73, 74 and 75. Proposers must have experience providing actuarial and consulting services to large, complex public sector clients. The services needed may also include future GASB pronouncements that require actuarial valuations. The Proposer must provide a lead supervising actuary(ies) for both GASB 73 and GASB 74/75 work who meets or exceeds the following standards: a) Fellow or Associate of the Society of Actuaries and/or Fellow of the Conference of Actuaries in Public Practice and/or Member of the American Academy of Actuaries; and b) Minimum of five (5) years of experience as a supervising actuary including consulting services, experience analyses and valuations assignments; and c) For GASB 73 valuation, must have experience with major defined benefit retirement plans, including specific reference to involvement with public retirement systems. The City has approximately 65 departments, ranging from small to very large. Some departments maintain facilities located outside of the geographic limits of the City. CON shall order services covered by the awarded contract(s) through the issuance of individual Purchase Orders and/or Task Orders which shall be released against the awarded contract(s) during the contract term. Anticipated Contract Term: A contract awarded pursuant to this Solicitation shall be non-exclusive with an anticipated original term of two (2) years and three (3) months. The City at its sole, absolute discretion, shall have the option to extend the term for up to six (6) additional years for a total of eight (8) years and three (3) months. Proposer selected must be available to commence work on or before April 1, 2027. Anticipated Contract Not to Exceed Amount: A contract awarded pursuant to this Solicitation is estimated to have a not to exceed (“NTE”) amount of $350,000 for the initial 2-year and 3-month term with an estimated NTE Total of $1,500,000 for the 8-year and 3-month term. This amount is based on City’s estimated spend over the advertised initial contract term. Should City’s actual spend exceed its estimated spend for the initial term, City may in its sole discretion increase the contract NTE for the initial term. Should the City exercise its options to extend the contract beyond the initial term, City may also elect to increase the NTE proportionally. Actual contract budget may vary, depending upon service and project needs at the City’s sole, absolute discretion. The NTE contract budget for each year is estimated to be between $100,000 to $200,000, which includes up to an estimated $40,000 of as-needed financial modelling and advisory services per year. For this Solicitation, the first year of the contract budget is defined as covering a 15-month term from 4/1/2027 to 6/30/2028. The second year of the contract budget starts 7/1/2028 to 6/30/2029, etc. Proposers must submit a full 8-year and 3-month budget in RFP Attachment 6. All Proposal Budgets will be evaluated in accordance with RFP Section 8 Cost Proposal. The total anticipated 8-year and 3-month budget including the annual $40,000 of as-needed services is estimated to be between $800,000 and $1.5 million. Proposals providing a lower cost estimate are welcome due to the City’s budgetary constraints. The City seeks Proposals demonstrating an efficient, effective approach with measurable program deliverables and outcomes.
