Description
The U.S. Army Corps of Engineers (USACE) Sacramento District (SPK) is seeking qualified laboratories to provide critical Regional Quality Assurance (QA) Testing across its extensive Area of Responsibility (AOR). This effort will directly support materials and water quality testing for a wide range of civil, military, and Veteran’s Affairs construction sites. To effectively manage testing demands across this vast geographic footprint, the Government intends to establish a multiple-award Master Blanket Purchase Agreement (BPA) with a five-year ordering period. Operational Regions and Scope Because SPK’s AOR covers diverse geographic and logistical landscapes, the scope of work is divided into five distinct operational regions: the Utah Region, Nevada Region, Northern California Region, California Bay Area & Stockton-Modesto Region, and the Central Coast & Southern Valley Region. Please refer to the attached Map of the Area of Responsibility for the precise boundaries of each sector. To ensure adequate coverage and rapid response times, SPK intends to establish at least two BPAs per region, each with established price lists. Offerors may propose services for one or multiple regions based on their laboratory locations and capabilities. Regulatory Compliance and Technical Requirements Reliable, validated data is essential to the USACE mission. All testing, investigations, and analytical services performed under this BPA must strictly adhere to the technical specifications outlined in the attached Performance Work Statement (PWS) and comply with the following core regulations: ER 1110-1-261: Governs the responsibilities and standard procedures for testing performed by and for USACE district offices. ER 1110-1-8100: Establishes the policies for laboratories performing materials testing (including aggregate, bituminous materials, concrete, rock, soil, and other construction materials). Critically, this regulation designates the Materials Testing Center (MTC) as the validation authority. Maintaining active MTC inspection and validation is a mandatory requirement for any laboratory executing task orders under this BPA.
