Airport Security Services

The Ontario International Airport Authority (OIAA) is seeking proposals from qualified security service providers to furnish professional, unarmed security services at Ontario International Airport. The selected Contractor shall provide trained, qualified, and properly badged security personnel to perform security functions at designated airport access points, secured area access points, terminal facilities, loading docks, administrative facilities, and other areas as directed by OIAA. Services shall be performed in accordance with all applicable federal, state, and local laws, regulations, airport rules, security requirements, and OIAA policies and procedures. The Contractor shall provide all personnel, supervision, training, uniforms, communications equipment, vehicles, and other equipment necessary to perform the required services. Security services shall include, but are not limited to, secured area access point and vehicle gate operations, terminal delivery inspections, security response and supervisory functions, random aviation worker screening support, terminal queue management, curbside traffic management, visitor vetting, dispatching, building security, and other security-related functions identified by OIAA. The Contractor shall maintain continuous coverage at designated posts, provide appropriate relief personnel for breaks, vacation, and sick leave, and ensure that all assigned posts remain adequately staffed. The Contractor shall provide a contract/security manager, supervisors, lead personnel, and additional support staff as necessary to effectively oversee daily operations and respond to incidents, emergencies, special events, construction activities, heightened security conditions, or other unplanned airport operational needs. OIAA reserves the right to increase, decrease, modify, relocate, or eliminate security posts and services throughout the term of the Agreement based on operational requirements. The Contractor shall be capable of providing additional qualified and properly badged personnel on a 24-hour, seven-day-per-week basis when requested by OIAA, including short-notice or emergency assignments. Any additional security services, staffing, relief personnel, supervision, equipment, or support necessary to fulfill the requirements of this Scope of Work shall be provided at the Contractor’s contracted hourly rates, with no additional fees or costs unless expressly authorized by OIAA. The Contractor shall be responsible for the conduct, performance, scheduling, training, and availability of all assigned personnel and shall promptly replace personnel who fail to report for duty or otherwise fail to meet OIAA’s performance requirements.
