Affordable Housing Development and Owner-Occupied Rehabilitation

The County of Shasta, through its Department of Support Services, Purchasing Unit, invites responses to a Request for Proposals from qualified affordable housing developers seeking funding for the predevelopment, development, acquisition, rehabilitation, and preservation of, at minimum, four units of affordable rental and ownership housing including Accessory Dwelling units (ADUs). Eligible developers must have site control for their proposed use of Permanent Local Housing Allocation (PLHA) funds. PLHA funds are intended to support housing that serves households earning up to 120 percent of the Area Median Income (AMI). This Request for Proposals prioritizes projects that serve the workforce housing population earning between 80 and 120 percent of AMI. Projects must be within the County of Shasta outside of the City of Redding limits, with the exception of projects within the City of Redding limits to which City of Redding PLHA funds have been obligated. The City of Shasta Lake will approve Owner-Occupied Rehabilitation projects only. Only complete proposals that include site control will be evaluated.
