Accounting Auditing Expertise and Technical Advisory Services

The State Controller's Office (SCO) is seeking a contractor to provide accounting auditing expertise and technical advisory services to re-imagine and provide a best-in-class external audit function. These services will include an assessment of the Division of Audits in compliance with the California (CA) Constitution and Generally Accepted Government Auditing Standards (GAGAS) whenever applicable and shall include recommendations for organizational structure, staffing levels and classifications, training needs, and audit approach including risk-based audits. Recommendations should ensure that SCO adheres to the rigorous compliance standards of the CA Constitution and fulfills the GAGAS requirements, meets best-in-class quality standards, employs best practice models, and uses relevant benchmarks to assess performance.
