Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This solicitation is set-aside for service-disabled veteran owned small business. The associated North American Industrial Classification System (NAICS) code for this procurement is 339113, with a small business size standard of 800 employees. The FSC/PSC is 6515. The VA San Diego Healthcare System, Surgical Service Neurosurgery Division at 3350 La Jolla Village Dr San Diego, CA 92161 is seeking Midas MR8 Electric Motor Stealth Bone Drill Kits. All interested companies shall provide quotations for the following: Supplies/Services PHYSICAL CHARACTERISTICS: Equipment must have physical characteristics to enable the government to perform the capabilities: Stealth Midas MR8 Drills: Must operate up to 75,000 RPM for efficient bone and biomaterial removal Must be Ergonomic and Lightweight handpieces to reduce fatigue and improve control during long procedures Must have reduce vibration and chatter to deliver a smoother cutting and better precision Must operate at lower temperature to minimize tissue and instrument heat damage Must have streamlined attachments profiles and adjustable tools to enhance surgical site visualization. FUNCTIONAL AND PERFORMANCE CHARACTERISTICS: Equipment must provide the functional and performance capability as listed in above section. INSTALLATION AND TRAINING: The Contractor shall provide all management, tools, parts, materials, equipment, travel, and labor necessary to provide and install the instrumentation described above. Contractors will be required to provide an on-station in-service on the proper use and setup of the equipment and training for the end user. WARRANTY OF EQUIPMENT: Government requirement for standard manufacturer industry warranty term. The government does not accept an extended warranty, which requires advance payment. Delivery shall be provided no later than 30 days after receipt of order. The full text of FAR provisions or clauses may be accessed electronically at https://www.acquisition.gov/browse/index/far. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
